从执政党的忧患意识培育看和谐党群关系的构建

【摘要】：党群关系问题作为政治生活的重要命题,对于每个国家的政治运行都起着特殊的作用。对于中国而言,中国共产党是中国特色社会主义建设事业的领导核心,中国共产党作为与人民群众有着血肉联系的执政党,党群关系问题更是关系到党和国家前途命运的重大问。总的来说,党群关系是良好的,但是随着经济发展和政治体制改革不断加深,导致各种利益关系的不断分化,制约和影响着和谐党群关系的发展,党群关系出现了很多新情况、新问题。因此,在当前党群关系发展的新阶段,如何正确看待党群关系,党群关系是否和谐、党群关系的发展走向以及党群关系的理论建构和现实运行,都直接影响着我们党的领导地位是否巩固,关系着国家能否长治久安,关系着中国社会主义和谐社会的进程,甚至左右着中国特色社会主义建设事业的方向和结果。由此可见,党群关系之所以要实现和谐,既有现实的需要,也有理论的支撑,既有历史的经验,也有惨痛的教训。笔者力图从执政党的忧患意识角度来探讨为什么要建立和谐的党群关系,文章的立论是以我国目前政党和群众关系中不和谐的现象为基础的,并针对这一系列现象从执政党的忧患意识培育角度进行分析,提出构建和谐党群关系的方法。
[Abstract]:As an important proposition of political life, the relationship between the Party and the masses plays a special role in the political operation of every country. For China, the Communist Party of China is the leading core of the cause of building socialism with Chinese characteristics. As the ruling party with flesh and blood ties with the masses of the people, the Communist Party of China is the ruling party. The relationship between the Party and the masses concerns the future and destiny of the Party and the country. On the whole, the relationship between the Party and the masses is good, but with the deepening of economic development and the reform of the political system, which leads to the continuous differentiation of various interest relations and restricts and affects the development of harmonious party-mass relations, there are many new situations in the relations between the parties and the masses. New problems. Therefore, in the new stage of the development of the relationship between the Party and the masses, how to correctly treat the relationship between the Party and the masses, whether the relationship between the Party and the masses is harmonious, the development trend of the relationship between the Party and the masses, and the theoretical construction and practical operation of the relationship between the Party and the masses, It has a direct impact on the consolidation of our party's leading position, on the long-term stability of the country, on the process of a harmonious socialist society in China, and even on the direction and results of the cause of socialist construction with Chinese characteristics. From this we can see that the reason why the Party and the masses want to achieve harmony is not only the need of reality, but also the support of theory, the experience of history and the bitter lessons. The author tries hard to discuss why the harmonious relationship between the Party and the masses should be established from the perspective of the party's suffering consciousness. The argument of this article is based on the disharmonious phenomenon in the relationship between the political party and the masses in our country at present. According to this series of phenomena, this paper analyzes the cultivation of the ruling party's suffering consciousness, and puts forward the method of constructing harmonious relationship between the party and the masses.
