生态化技术创新对和谐社会构建的促进作用研究

【摘要】：在当下中国,构建社会主义和谐社会是无疑是最重大和最热点的的话题之一。中国共产党在十六届四中全会上提出构建社会主义和谐社会的重大战略任务,经过不断实践和探索,形成了对中国特色社会主义和谐社会的科学认识：民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处。有了对和谐社会的科学认识,仅仅是迈出了走向和谐社会的第一步,构建和谐社会是一个千头万绪、错综复杂的系统工程,还需要各部门、各领域协调推动。技术创新是把科学技术转化为现实生产力、推进经济快速发展的有效途径。然而,随着社会的进步与发展,传统技术创新越来越暴露出其内在的缺陷,把经济效益作为技术创新的最高乃至唯一目标,已经越来越不适应社会发展的需要。这样,从社会价值和人文价值的角度重新考量技术创新,对技术创新本身进行再创新成为一种迫切的需要。生态化技术创新是对传统技术创新的扬弃,是在推动经济发展的基础上,追求经济、社会、自然与人的协调发展的技术创新,其全面、协调、可持续、以人为本等内在追求与构建和谐社会的要求契合。实施生态化技术创新,有助于和谐社会的构建。实施生态化技术创新是一项系统工程,需要不同主体发挥各自不同作用。在实施生态化技术创新过程中,首先要强化政府的职能,发挥政府在宣传教育、政策支持方面的作用；其次,要提升企业实施生态化技术创新的能力,树立生态生产意识,加大生态技术研发和应用；最后,要从社会监督和进行绿色消费两个方面充分发挥社会公众的积极作用。
[Abstract]:Building a harmonious socialist society is undoubtedly one of the most important and hot topics in China. At the fourth Plenary session of the 16th CPC Central Committee, the CPC put forward the important strategic task of building a harmonious socialist society. Through continuous practice and exploration, the CPC has formed a scientific understanding of the socialist harmonious society with Chinese characteristics: democracy and rule of law, fairness and justice, Honest and friendly, full of vitality, stability and order, people and nature live in harmony. With a scientific understanding of a harmonious society, it is only the first step towards a harmonious society. Building a harmonious society is a complicated and complicated system engineering, and it also needs various departments and fields to coordinate and promote. Technological innovation is an effective way to transform science and technology into real productivity and promote the rapid development of economy. However, with the progress and development of the society, the traditional technological innovation has more and more exposed its inherent defects. Taking economic benefits as the highest or the only goal of technological innovation, it has become more and more unsuitable for the needs of social development. In this way, it is an urgent need to re-consider the technological innovation from the angle of social value and humanistic value, and to re-innovate the technological innovation itself. Ecological technological innovation is the sublation of traditional technological innovation. It is a technological innovation that pursues the coordinated development of economy, society, nature and man on the basis of promoting economic development. People-oriented and other internal pursuit and construction of a harmonious society in line with the requirements. The implementation of ecological technological innovation is conducive to the construction of a harmonious society. The implementation of ecological technological innovation is a systematic project, which needs different subjects to play their respective roles. In the process of implementing ecological technological innovation, the first step is to strengthen the functions of the government and give play to the role of the government in propaganda, education and policy support. Secondly, it is necessary to enhance the ability of enterprises to implement ecological technology innovation, to establish ecological production awareness, to increase the development and application of ecological technology; finally, to give full play to the positive role of the public from the two aspects of social supervision and green consumption.
