全面准确理解邓小平理论推动三大战略转变

【摘要】：目前理论界有部分人对邓小平超前的、具有预见性的论断可能存在认识和理论上的偏差,主要表现在重"坚持改革开放"、轻"坚持四项基本原则"。中国的改革开放要实事求是、全面系统地学习研究和准确恰当地理解贯彻邓小平理论,特别是关于公有制经济发展、收入分配和农业"第二个飞跃"的判断,找准时机,适时推行三大战略转变。一是不同所有制经济发展的战略转变,要实行重视国有经济的新战略,使其总量扩大、比重提高,其基本任务是大力发展农村集体经济和切实解决国有企业存在的问题和缺陷;二是收入分配的战略转变,要让一部分人、一部分地区先富起来的战略转向多措并举缩减贫富差距、逐步实现共同富裕的新战略;三是进行农业"第二个飞跃"的战略转变,实行农地的社会主义新农村集体规模经营,建立一种既坚持社会主义性质又适应市场经济要求的新型农业集体经营方式。三大战略转变中,不同所有制经济发展战略转变是关键,是实现收入分配战略和农业"第二个飞跃"的基础。
[Abstract]:At present, there are some people in the theoretical circle who think ahead of Deng Xiaoping and have foresight. There may be some deviations in cognition and theory, mainly manifested in the emphasis on "adhering to reform and opening up" and the "adherence to the four basic principles" rather than "adherence to the four basic principles". China's reform and opening to the outside world should seek truth from facts, study comprehensively, systematically, and accurately and appropriately understand and implement Deng Xiaoping's theory, especially the judgment on the development of the public sector of the economy, income distribution and the "second leap" in agriculture, and find the right time. Timely implementation of the three major strategic changes. First, the strategic transformation of the economic development of different ownership systems, we should implement a new strategy of attaching importance to the state-owned economy, so as to expand its total amount and increase its proportion. Its basic task is to vigorously develop the rural collective economy and effectively solve the problems and defects existing in state-owned enterprises; Second, the strategic transformation of income distribution, we should let some people, some regions get rich first strategy to reduce the gap between rich and poor, and gradually realize the new strategy of common prosperity; The third is to carry out the strategic transformation of "the second leap" in agriculture, to implement the new socialist rural collective scale management of agricultural land, and to establish a new type of agricultural collective management mode which not only adheres to the socialist nature but also meets the requirements of the market economy. Among the three strategic changes, the transformation of different ownership economic development strategy is the key, and is the basis of realizing income distribution strategy and agriculture "second leap".
