【摘要】：党内民主是党的生命,是增强党的创新活力、巩固党的团结统一的重要保证。发展党内民主是提高党的执政能力和领导水平,推进民主政治和社会主义现代化建设的关键。中国特色党内民主模式是在这一主题下继续就党内民主的机制运作、本体内涵等微观层面的一种探索与建构,以期从若干相互依托互为撑持的视点下把握党内民主的本体内涵,并在与相关类型的党内民主的比较视域中凸显中国特色党内民主的特质所在。 (一)马克思主义民主理论的辩证发展。马克思、恩格斯奠定了党内民主的理论基石。他们将党内民主原则定位为无产阶级政党的重要属性,确立了一整套以民主精神为核心的党内民主制度,规定了党内民主的一系列原则。列宁对马克思恩格斯党内民主理论进行了继承与应用。他阐述了党内民主的基本含义及实质,坚持和健全党的民主集中制原则并加强了党内民主的制度建设和程序设计。毛泽东在中国革命实践中,拓展了党内民主的内涵并提出健全民主集中制的构想。中国特色社会主义理论体系中,邓小平从正反两方面总结丰富和完善了党内民主建设思想,江泽民拓展了党内民主新视角,十六大以来党的第四代领导集体展开了党内民主建设思想的新探索。 (二)中国特色党内民主模式探索的政治生态。首先,国际环境新变化中的机遇和挑战两方面凸显了党内民主模式建构的急迫性。其次,当前中国国情和党情是党内民主模式建构的现实依据。当前党内民主发展也面临多方面的困境。 (三)中国特色党内民主模式的分析。一方面,从党内主体——权利保障的实质民主、党内原则——超越传统的现代民主、党内选举——广泛直接的选举民主、党内机制——循序渐进的增量民主、党内运行——程序规范的可控民主、党内监督——制约有力的监督民主及党内决策——广开言路的协商民主,这七个方面阐述中国特色党内民主的内涵。另一方面,以结构分析的视角在中国特色党内民主与各类党内民主的比较关系中进一步凸显中国特色党内民主的内涵。 (四)中国特色党内民主模式践行对策的若干思考。为了在实践中贯彻预期的中国特色党内民主模式,提出了四项对策,分别是建构以党员分享权力为核心的民主制度体系,促进党内监督的有效化和经常化,创新基层民主与中央党内民主相结合,培育和建设党内民主文化。
[Abstract]:Inner-Party democracy is the life of the Party, an important guarantee for strengthening the Party's innovative vitality and consolidating the Party's unity and unity. The development of inner-party democracy is to improve the Party's governing ability and leadership level. The key to promoting democratic politics and socialist modernization. Under this theme, the model of inner-party democracy with Chinese characteristics is to continue to explore and construct the mechanism and connotation of inner-party democracy at the micro level. In order to grasp the Noumenon connotation of inner-party democracy from the viewpoint of depending on each other, and to highlight the characteristics of inner-party democracy with Chinese characteristics in the field of comparison with the related types of inner-party democracy. (1) the dialectical development of Marxist democratic theory. Marx and Engels laid the theoretical foundation of inner-party democracy. They positioned the principle of inner-party democracy as an important attribute of a proletarian party. A whole set of inner-party democracy system with the core of democratic spirit was established, and a series of principles of inner-party democracy were stipulated. Lenin inherited and applied Marx and Engels' theory of inner-party democracy, and he expounded the basic meaning and essence of inner-party democracy. Adhere to and improve the principle of democratic centralism of the Party and strengthen the system construction and program design of inner-party democracy. Expanding the connotation of inner-party democracy and putting forward the idea of perfecting democratic centralism. In the theoretical system of socialism with Chinese characteristics, Deng Xiaoping has enriched and perfected the idea of democratic construction within the Party from both positive and negative aspects. Jiang Zemin has expanded the new angle of view of inner-party democracy, and the fourth generation of leading collective has launched a new exploration of the thought of inner-party democratic construction since the 16th National Congress of the Communist Party of China. (2) the political ecology explored by the inner-party democratic model with Chinese characteristics. Firstly, the opportunities and challenges in the new changes in the international environment highlight the urgency of the construction of the inner-party democratic model. The current situation of China and the Party's feelings are the realistic basis for the construction of the inner-party democratic model, and the development of inner-party democracy is also facing many difficulties. (3) an analysis of the model of inner-party democracy with Chinese characteristics. On the one hand, from the point of view of the inner-party mainstay, the substantial democracy of the guarantee of rights, the inner-party principle surpassing the traditional modern democracy, and the inner-party election--extensive and direct electoral democracy, Inner-Party mechanism-gradual incremental democracy, inner-party operation-controllable democracy of procedural norms, inner-party supervision-constraining effective supervisory democracy and inner-party decision-making -open-talk deliberative democracy, On the other hand, the connotation of inner-party democracy with Chinese characteristics is further highlighted from the perspective of structural analysis in the comparative relationship between inner-party democracy with Chinese characteristics and various kinds of inner-party democracy. In order to carry out the expected model of inner-party democracy with Chinese characteristics in practice, four countermeasures have been put forward, one is to construct a democratic system with the core of party members sharing power, and the other is to build a democratic system with party members sharing power as the core, in order to carry out the expected model of inner-party democracy with Chinese characteristics in practice. Promoting the efficiency and regularization of inner-party supervision, innovating the combination of grass-roots democracy and central inner-party democracy, cultivating and constructing the inner-party democratic culture.
