全民健身中法制保障和群众自我约束的关系研究

【摘要】：运用文献资料法等,对服务全民健身的法律、法规、政策的类型、地位和发挥作用的方式以及群众的文化素质、道德水平对健身活动的自我约束作用进行研究。分析表明:全民健身的法制建设起到了根本性的保障作用,群众自我约束起到了灵活的完善和应用修正作用;全民健身的法律法规对群众自我约束起到了教育、引导和规范作用,健身群众以健身实践去运用和完善相关法律法规。建议:政府运用多种方式开展对健身群众的法制教育工作,让群众既能依法开展健身活动,也能通过自身的努力去维护健身秩序和公共安全。
[Abstract]:By using the method of literature and materials, this paper makes a study on the self-restraint effect of the laws, regulations and policies of serving the whole people, the status and the way of exerting their functions, and the cultural quality and moral level of the masses. The analysis shows that the legal system of national fitness has played a fundamental role in ensuring, the self-restraint of the masses has played a flexible role in perfecting and applying the correction, and the laws and regulations of the national fitness have played an educational role in self-restraint of the masses. Guidance and normative role, fitness practice to use and improve the relevant laws and regulations. The suggestion is that the government can carry out the legal education of the fitness masses in various ways, so that the masses can not only carry out fitness activities according to law, but also maintain the order and public safety of fitness through their own efforts.
