习近平法治建设思想的新特色探析

【摘要】：在坚持党的领导与依法治国相统一的共性的基础上,习近平同志法治建设思想有三大新特色:一是重视法治建设的顶层设计。党的十八届四中全会首次以全会的形式专题研究全面推进依法治国是集中表现;二是强调法治建设要与体制改革互动发展。主要表现为提出"在法治下推进改革,在改革中完善法治"等若干深刻思想;三是推动政治体制改革为法治建设提供体制支撑。典型标志是继党的十八届四中全会部署深化政法机关的系列体制改革之后,党的十八届六中全会又部署并在会后立即启动了国家层面的重大政治改革即监察体制改革的试点。
[Abstract]:On the basis of adhering to the commonness of the unity of the leadership of the Party and the rule of law, Comrade Xi Jinping's thought of building the rule of law has three new features: first, attaching importance to the top-level design of the construction of the rule of law. For the first time, the fourth Plenary session of the 18th CPC Central Committee focused on promoting the rule of law in an all-round way in the form of plenary sessions; second, it emphasized that the construction of the rule of law should interact with the reform of the system. The third is to promote the reform of the political system to provide institutional support for the construction of the rule of law. The typical symbol is that after the fourth Plenary session of the 18th CPC Central Committee laid out to deepen the series of reform of the political and legal organs, the sixth Plenary session of the 18th CPC Central Committee deployed and immediately launched the major political reform at the national level, that is, the pilot reform of the supervisory system.
