【摘要】： 党的十六大以来,党内民主得到高度重视,以保障党员民主权利、完善党的代表大会制度和选举制度、决策和监督机制等为基本内容的党内民主得到不断地发展和推进。2009年9月18日党的十七届四中全会通过了《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》,并提出努力提高党的建设科学化水平,以改革创新精神全面推进党的建设新的伟大工程。中国共产党作为执政党应该适应新的世情、国情和党情的变化不断加强自身建设,不断提高党的领导水平和执政水平,不断提高拒腐防变和抵御风险的能力。新时期中国共产党继承和发展马克思列宁党内民主建设思想,并在此基础上创造性的提出“党内民主是党的生命,集中统一是党的力量保证”的科学理论。中国共产党所处的领导地位,决定了它在实现中国民主政治过程中的关键性作用。党内民主状况如何,在很大程度上决定了中国民主政治的进程,决定了中国特色社会主义和谐社会的实现程度。文章主要分为三个部分第一部分首先概述了党内民主的概念和基本内容,然后从历史角度阐释党内民主建设思想的发展历程。着重分析列宁在继承马克思恩格斯无产阶级政党民主建设的思想上创造性地论述党内民主建设的重要性；论述民主革命党内民主建设思想的发展；重点阐释改革开放进程中党内民主建设的创新发展。最后,分析了加强党内民主建设必要性。第二部分主要是分析新的时期党内民主建设的基本经验即保障党员民主权利和主体地位,党务公开建设的逐步推进,健全和完善党的代表大会制度和党内选举制度,建立健全党内监督机制和党内决策机制等。在典型案例的基础上分析党内民主建设的缺失,其中制度缺失尤为突出。第三部分主要论述了新的历史方位下进一步加强党内民主建设的路径选择。首先提出必须处理好发展党内民主与集中制的关系；人民民主和党内民主的关系；党内民主和党内团结统一的关系,随后重点阐述新的阶段进一步推进党内民主建设必须寻找新的路径。一是改革创新党内民主制度,逐步推进党内民主建设；二是坚持和完善统一战线进一步加强党内民主建设；三是创新党内监督机制,推进党内民主建设；四是宣传“媒介民主”进一步推进党内民主建设步伐；五是借鉴其他政党建设的成功经验发展党内民主。在中国共产党的领导下党内民主建设道路还在不断拓宽,所以通过实践总结党内民主建设经验,探索党内民主发展规律,为今后的深度发展提供理论和实践基础成为党的建设新的伟大工程的重大课题。

On September 18, 2009, the fourth Plenary session of the 17th CPC Central Committee adopted the "CPC Central Committee's proposal on strengthening and improving Party Building under the New situation" And put forward efforts to improve the scientific level of party building, With the spirit of reform and innovation, we will comprehensively promote the new great project of party building. As the ruling party, the Communist Party of China should adapt to the new world situation, constantly strengthen its own construction, improve its leading level and ruling level, and improve its ability to resist corruption and resist risks. In the new period, the Communist Party of China inherits and develops Marxis-Lenin 's thought of building democracy within the Party, and on this basis creatively puts forward the scientific theory that "inner-party democracy is the life of the Party, centralization and unity is the guarantee of the party's strength". The Communist Party of China's leading position determines its key role in the realization of China's democratic politics. The state of inner-party democracy, to a large extent, determines the process of Chinese democratic politics and the degree of realization of socialist harmonious society with Chinese characteristics. The article is divided into three parts The first part first summarizes the concept and basic content of inner-party democracy, and then explains the development course of inner-party democratic construction thought from the historical point of view. Lenin creatively discusses the importance of inner-party democratic construction on the basis of inheriting Marx and Engels' thought of proletarian party democratic construction, and discusses the development of democratic construction thought in democratic revolution inner-party. Focus on the reform and opening process in the process of inner-party democratic construction innovation and development. Finally, it analyzes the necessity of strengthening the democratic construction within the Party. The second part mainly analyzes the basic experience of inner-party democratic construction in the new period, that is, to ensure the democratic rights and status of party members, to promote the construction of party affairs openly, and to perfect and perfect the Party's Congress system and inner-party election system. Establish and improve the inner-party supervision mechanism and inner-party decision-making mechanism. On the basis of typical cases, the absence of democracy within the Party is analyzed, especially in the system. The third part mainly discusses the choice of ways to further strengthen the democratic construction within the Party under the new historical position. First of all, it is necessary to properly handle the relationship between the development of inner-party democracy and centralism; the relationship between people's democracy and inner-party democracy; and the relationship between inner-party democracy and inner-party unity and unity. Then the emphasis is laid on the new stage to further promote the inner-party democracy construction must find a new path. First, to reform and innovate the inner-party democratic system and gradually promote the inner-party democratic construction; second, to adhere to and improve the United front and further strengthen the inner-party democratic construction; third, to innovate the inner-party supervision mechanism and promote the inner-party democratic construction; Fourth, propagandize "media democracy" to further promote the pace of inner-party democratic construction, and fifthly, draw lessons from the successful experience of other political parties to develop inner-party democracy. Under the leadership of the Communist Party of China, the road of inner-party democratic construction is still widening, so we can sum up the experience of inner-party democratic construction through practice and explore the law of inner-party democratic development. To provide theoretical and practical basis for the further development of the Party has become a major task in the new great project of Party building.
