西安市党政领导干部考核中的民主测评问题研究

【摘要】:在党政领导干部考核中进行民主测评,是我国新时期推进干部人事制度改革、建立促进科学发展的党政领导干部考核评价体系的重要内容。把民主测评引入到干部考核中,对于落实群众在干部工作中的知情权、参与权、选择权和监督权,进一步提高领导干部考核评价质量,防止和克服选人用人上的不正之风,完善党内民主等,都具有十分重要的意义。而如何将国内外及其他社会领域的一些先进理论和测评手段运用到干部考核中,抓紧建立一套科学、简便、有效的民主测评模式,是当前各级干部管理部门和理论界急需要解决的问题之一。 本文主要结合公共管理和干部考核有关理论,从领导干部考核的基本概念和相关理论入手,简要回顾西安市领导干部考核中民主测评的发展和现状,对民主测评的主体、内容、形式、结果等要素进行系统阐述。同时重点从工作实际出发,根据西安市领导干部民主测评存在的问题及原因,提出在民主测评中借鉴360度绩效考核相关理论,并就360度绩效考核理论在民主测评主体范围的确定、怎样科学地组织民主测评、如何合理分析和运用民主测评结果等方面的运用进行深入分析和探讨,提出可行性的对策和建议。
[Abstract]:Democratic evaluation in the assessment of leading cadres of the Party and government is an important content of promoting the reform of cadre and personnel system and establishing the evaluation system of leading cadres of the Party and government that promotes the scientific development in the new period of our country. The introduction of democratic evaluation into cadre assessment will further improve the quality of assessment of leading cadres and prevent and overcome unhealthy tendencies in the selection and employment of cadres, in order to implement the masses' right to know, participate in, choose and supervise the work of cadres. Perfect inside party democracy wait, all have very important meaning. And how to apply some advanced theories and evaluation methods from home and abroad and other social fields to cadre assessment, and to establish a scientific, simple and effective democratic evaluation model. At present, cadres at all levels of management departments and theorists urgently need to solve one of the problems. Based on the theories of public administration and cadre assessment, this paper reviews briefly the development and present situation of democratic evaluation in the assessment of leading cadres in Xi'an, the main body and content of democratic evaluation, starting with the basic concepts and relevant theories of the assessment of leading cadres. The form, the result and so on essential factor carries on the system elaboration. At the same time, according to the problems and reasons of democratic evaluation of leading cadres in Xi'an, the author puts forward the relevant theory of 360 degree performance appraisal for reference in democratic evaluation. It also makes a deep analysis and discussion on how to determine the scope of the main body of democratic evaluation, how to organize the democratic evaluation scientifically, how to reasonably analyze and apply the results of democratic evaluation and so on. Put forward feasible countermeasure and suggestion.
