中国进行年龄管理的必要性及相关策略

【摘要】：人口老龄化危机的不断加剧,不仅导致养老金、公共医疗支出等老龄化成本大幅上升,而且还造成劳动力人口逐渐萎缩和劳动力老龄化,这将对中国的社会经济特别是社会保障的财政可持续性造成较大冲击。为有效应对人口老龄化以及劳动力市场供给不足的挑战,应在个人、企业和政府三个层次进行年龄管理,以促进老年劳动力延长工作周期,提高工作质量。政府可以从改革养老金和退休政策入手,鼓励和支持企业实施年龄管理策略,改善老年劳动者健康和工作条件,加强终身学习、在职教育和培训,消除影响老年劳动力持续就业的制度性障碍。
[Abstract]:The increasing crisis of population aging has not only led to a sharp rise in the cost of aging, such as pensions and public health expenditure, but also caused the shrinking of the labour force and the ageing of the workforce. This will have a great impact on China's social economy, especially the financial sustainability of social security. In order to effectively meet the challenge of aging population and insufficient supply of labor market, age management should be carried out at the three levels of individual, enterprise and government, in order to promote the elderly labor force to prolong the working cycle and improve the quality of work. Starting with reforming pension and retirement policies, the government can encourage and support enterprises to implement age management strategies, improve the health and working conditions of older workers, and strengthen lifelong learning, on-the-job education and training. Remove the institutional barriers that affect the sustainable employment of the elderly labor force.
