建设项目的人口评估机制的构建

【摘要】：建设项目的人口评估机制的建立,是实现人口与经济社会资源环境协调和可持续发展的一个有效的载体,是体现科学发展理念和提高决策水平的一项重要举措。人口评估紧紧围绕发展为了人民、发展依靠人民、发展成果惠及人民的基本理念进行设计,坚持可测性与可比性、分层与分类授权、共性与个性、稳定性与持续性、定性与定量、科学性和可行性相结合的原则,体现了以人为本,使人口在经济社会发展中的基础地位得以巩固。通过对人口评估指标体系进行的设计,全面阐述了对人口评估的制度安排,这也是科学实施国家主体功能区规划的必然选择。建设项目的人口评估机制的构建,还能推动政府职能转变、为社会提供更好的公共服务,有序推动城乡一体化建设,加快生态文明和美丽中国的建设步伐。
[Abstract]:Establishment of population assessment mechanism for construction projects is an effective carrier to realize the coordination and sustainable development of population, economic, social resources and environment, and an important measure to embody the scientific concept of development and improve the level of decision-making. The principle of combining measurability and comparability, delamination and classification, commonality and individuality, stability and persistence, qualitative and quantitative, scientific and feasible embodies the principle of people-oriented, so that the basic position of population in economic and social development can be consolidated. This paper expounds the institutional arrangement of population assessment, which is also an inevitable choice for the scientific implementation of the national main functional area planning.The construction of population assessment mechanism for construction projects can also promote the transformation of government functions, provide better public services for society, promote the integration of urban and rural areas in an orderly manner, and speed up the construction of ecological civilization and beautiful China. Felling.
