【摘要】：党的十七大明确提出:“要加快建立覆盖城乡居民的社会保障体系,保障人民基本生活,促进城乡统筹发展。”为了落实科学发展观,缩短城乡差距,党和国家开始对养老保险加以重视。保障农民老年基本生活,对稳定社会,构建和谐社会有着十分重要的意义。随着老年人口数量的增多,老年人问题成为社会关注的焦点。我国总人口的70%多是农村人口,60岁以上的老人已达8000多万人,他们在家庭和社会方面容易被忽视。致使老年人数量增多的问题成为社会经济长期稳定发展的瓶颈,因此在农村极度关注老年人问题显得尤为重要。本文结合河北省沙河市六村老年人生存现状,对农村老年人的社会保障情况深入地进行研究,总结出实际数据和材料,希望能够为学术界提供社会保障方面的事实材料和理论依据。文章的第一部分,借助国内外的一些实际数据和理论知识来进行分析,进一步了解国内外老年人社会保障现状,并给予评价。本文采用查阅文献和实际调查材料进行分析研究。第二部分是对河北省沙河市六个行政村老年人的社会保障现状与存在的问题进行分析和研究。第三部分是对沙河市六个行政村老年人的物质生活状况,精神慰藉等方面的分析和研究。第四部分是针对目前农村老年人物质生活条件偏低,缺乏生活照料和精神慰藉等问题,从而提出对策和建议。第五部分结论。通过对沙河六村老年人的社会保障问题进行深入的思考和研究,试图分析得出能够解决老年人问题的方法和途径。从而呼吁在全社会范围内建立和完善我国农村老年人社会保障体系,遵从党的十七大报告,最终把我国建设成一个和谐发展的新型社会。
[Abstract]:The Seventeenth Party Congress clearly pointed out: "we should accelerate the establishment of urban and rural residents of the social security system, safeguard the people's basic life, promote urban and rural development. In order to implement Scientific Outlook on Development, shorten the gap between urban and rural areas, the party and the country began to pay more attention to the protection of farmers endowment insurance. The basic livelihood of the elderly, to social stability, has a very important significance to construct a harmonious society.
With the increasing number of elderly population, the elderly problems become the focus of the society. The country's total population of more than 70% rural population, over 60 years old reached about 80000000 people, their families and society is easily ignored. The number of elderly people and more social problems become the bottleneck of economic development of the long-term stability. Therefore in the countryside is extremely concerned about the problems of the elderly is particularly important. This paper combines the six village of Shahe city of Hebei Province, the elderly living situation, study deeply the situation of social security for the rural elderly, summed up the actual data and materials, hope to be able to provide social security for academic facts and theoretical basis.
The first part of the article is based on some practical data and theoretical knowledge at home and abroad, to further understand the current situation of social security for the elderly at home and abroad, and to give an evaluation.
The second part is the analysis and Research on the status and existing problems of the social security of the elderly in the six administrative villages in Shahe, Hebei.
The third part is the analysis and Research on the material living conditions and spiritual comfort of the elderly in six administrative villages in Shahe.
The fourth part is aimed at the low material living conditions of the elderly in rural areas, lack of living care and spiritual comfort and so on, so as to put forward the countermeasures and suggestions.
The fifth part is the conclusion. Through in-depth thinking and research issues of social security for elderly people in six villages in Shahe, trying to analysis methods and ways to solve the problems of the elderly. It calls for the establishment and improvement of China's rural old-age social security system in the context of the whole society, to comply with the report of the Seventeenth Party Congress, finally to China the building of a harmonious development of the new society.
