山西省农村医疗救助问题研究

【摘要】：不断完善社会保障体系是党和政府改善民生工作的主要工作内容,而医疗救助是社会保障体系中重要的一环。在经济基础较差、贫困人口较多的农村,因病致贫、因病返贫现象仍时有发生,因此农村医疗救助尤其应该得到足够的重视。山西省目前正处于经济转型的关键时期,但农村贫困人口的医疗问题却成为制约山西省经济发展的一大阻碍,如果不能很好的解决农村贫困人口的医疗问题,还会影响山西省经济整体转型跨越的大局和社会的和谐发展。如今,山西省的农村医疗救助仍存在不少问题,应该加以不断改进和完善。本文即以山西省农村医疗救助问题为研究对象,通过搜集相关资料和数据,对其运行现状进行分析,总结其存在的问题,如资金筹集困难、制度设计不完善、制度执行不力、与新农合等制度衔接存在问题等,在此基础上,结合国外医疗救助的经验,针对性的为完善山西省的农村医疗救助提供有益建议,助力山西经济的转型跨越。
[Abstract]:The continuous improvement of the social security system is the main work of the party and the government in improving the people's livelihood, and medical assistance is an important part of the social security system. In the rural areas with poor economic base and a large number of poor people, they are poor as a result of illness. The phenomenon of returning to poverty due to illness still occurs from time to time. Therefore, medical assistance in rural areas should be given adequate attention. Shanxi Province is now in a critical period of economic transformation. However, the medical problems of the rural poor have become a major obstacle to the economic development of Shanxi Province. If the medical problems of the rural poor cannot be solved very well, It will also affect the overall situation of the overall economic transformation and the harmonious development of society in Shanxi Province. Today, there are still many problems in Shanxi's rural medical assistance. This paper takes the rural medical assistance in Shanxi Province as the research object, through collecting the relevant information and data, analyzes the current situation of its operation, summarizes its existing problems, such as the difficulty of raising funds. The system design is not perfect, the system execution is weak, and there are problems in the connection with the new rural cooperation system. On this basis, combined with the experience of foreign medical aid, it provides useful suggestions for improving the rural medical assistance in Shanxi Province. Help Shanxi economy transition leaps and bounds.
