公平视角下社会保障水平对群体性事件的影响

【摘要】：随着改革的不断深化与社会转型的不断加速,我国社会矛盾不断激化,由此引发的各类群体性事件不断增加,进入21世纪以来,我国群体性事件发生多达数万起。因此,应探索有效的手段预防和解决群体性事件,维护社会的稳定和正常秩序。社会保障作为社会的"减震器"、"安全网",一方面对于维护社会和谐稳定起着重要作用,另一方面社会保障待遇具有刚性特征,高水平的社会保障会提高人们的心理预期,一旦群众利益诉求得不到满足容易产生相对剥夺感和不公平感,继而引发社会矛盾。本文用定量研究的方法,探索社会保障水平和群体性事件之间的关系。基于此,本文先从理论方面进行文献梳理,从社会公平理论入手,寻找社会保障水平与群体性事件之间的联系。在此基础上,构建社会保障指标体系,将其分为社会保障覆盖面、社保基金水平、社会保障与经济发展协调性、社会效应四大类,选取18个指标,根据统计年鉴的数据计算分析各省2004—2013之间的平均水平,再使用因子分析法对指标计算权重得出综合排名,发现社会保障水平区域发展不协调,与经济发展和政策扶持的依存度很大,整体水平偏低,与西方发达国家之间差距还很大。通过构建社会保障水平各指标与群体性事件发生的线性回归模型,进行回归分析,本文得出以下结论:失业保险参保水平、工伤保险参保水平、社会优抚覆盖水平、社保基金收支能力对群体性事件发生有正影响;社区服务设施覆盖水平、社保基金结余水平、社会保障支出占财政支出比重对群体性事件发生有显著负影响。基于公平视角对检验结果进行解释,分析造成影响的原因,梳理社会保障各指标对群体性事件的影响作用。最后,基于各指标检验结果的分析,本文提出政策建议:增大社会保障财政投入,提高社保项目支付水平;提高社保区域统筹程度,缩小社会保障水平差距;健全社区服务体系,发挥社区调节功能;加强社会保障基金运营管理,提高保值增值能力。
[Abstract]:With the deepening of the reform and the acceleration of the social transformation, the social contradictions in our country are becoming more and more intense, and all kinds of group events have been increasing. Since the beginning of the 21st century, as many as tens of thousands of mass incidents have occurred in our country. Therefore, effective means should be explored to prevent and solve group incidents and to maintain social stability and normal order. As the "shock absorber" and "safety net" of society, social security plays an important role in maintaining social harmony and stability on the one hand, and social security treatment has rigid characteristics on the other. A high level of social security will raise people's psychological expectations. Once the interests of the masses are not satisfied, a sense of relative deprivation and unfairness will arise, which will lead to social contradictions. This paper explores the relationship between the level of social security and group events by means of quantitative research. Based on this, this paper first combs the literature from the theoretical aspect, starting with the theory of social equity, to find the relationship between the level of social security and group events. On this basis, we construct the social security index system and divide it into four categories: social security coverage, social security fund level, coordination between social security and economic development, social effect, and select 18 indicators. According to the statistical yearbook data calculation and analysis of the average levels between 2004 and 2013, and then using factor analysis method to calculate the weight of the indicators to obtain a comprehensive ranking, found that the social security level of regional development is not coordinated, The degree of dependence on economic development and policy support is very large, the overall level is low, and there is still a big gap between the developed countries and the western countries. By constructing a linear regression model of social security level and group events, this paper draws the following conclusions: the level of unemployment insurance, the level of industrial injury insurance, the level of social coverage. The coverage level of community service facilities, the balance level of social security fund, the proportion of social security expenditure to financial expenditure have a significant negative impact on the occurrence of group events. Based on the perspective of fairness, this paper explains the results of the test, analyzes the causes of the impact, and combs the influence of social security indicators on group events. Finally, based on the analysis of the test results of each index, this paper puts forward some policy suggestions: to increase the social security financial input, to improve the social security project payment level, to improve the social security regional coordination level, and to narrow the gap between the social security level and the social security level. Improve the community service system, give play to the function of community regulation, strengthen the operation and management of social security funds, improve the ability to maintain and increase value.
