农民工社会保障制度的困境与出路

【摘要】：该文探究了造成农民工社会保障制度困境的历史因由,分析了农民工社会保障制度的特征:及制度体系的从属性、制度设计的差异性和制度实施的低效性;指出农民工社会保障制度建设的困境是"城乡两难",解决的路径是遵循社会保障制度的发展演变规律,构建独立的农民工社会保障制度,分阶段、分层次地逐步推进,实现社会保障制度的城乡一体化。
[Abstract]:This paper probes into the historical causes of the plight of the peasant workers' social security system, and analyzes the characteristics of the peasant workers' social security system: the subordinate attribute of the system system, the difference of the system design and the inefficiency of the system implementation; It is pointed out that the dilemma of the construction of the social security system for migrant workers is "the dilemma between urban and rural areas", and the path to be solved is to follow the law of the development and evolution of the social security system, to construct an independent social security system for migrant workers, and to promote it step by step in stages and levels. To realize the integration of urban and rural areas of the social security system.
