金州新区城中村的社会保障问题与对策研究

【摘要】：城中村是我国城市化进程快速推进的产物,是高速城市化过程中普遍存在的一种特殊的地域现象,是城市建设发展急剧扩张与城乡二元管理体制共同作用下的结果。越来越多的城中村改造遗留问题,成为制约城市社会发展,城市功能提升和进一步改善居民生活质量的瓶颈,引起了社会各界的广泛关注。金州区城中村改造存在着一些社会矛盾,改造难点较多,一些问题比较尖锐,金州新区管委会和相关部门、街道办事处对此问题十分重视,积极努力的探寻并研究有效解决问题的途径。本研究通过收集和整理大量相关文献,理解并掌握了城中村社会保障的相关理论政策和实践经验,在总结城中村社会保障工作的经验基础上,通过对金州区18个城中村的现状调查,分析了金州区城中村现阶段的社会保障状况,以及目前城中村所存在的问题,在此基础上提出了解决金州新区城中村社会保障问题的对策。本文分为四部分内容,第一部分绪论,分析了城中村社会保障基本含义及研究依据,并分析了国内外对于城中村现象的研究情况、取得的研究成果。第二部分主要分析了金州新区“城中村”现有的社会保障状况,找出“城中村”社会保障的存在的问题以及影响因素。第三部分探讨了金州新区失地农民社会保障的改进方案,首先提出了金州新区社会保障的改进措施,对金州新区“城中村”社会保障改进措施进行了有效性和可行性分析。第四部分总结出金州新区“城中村”社会保障制度的配套对策,通过土地征用制度改革,逐步健全失地农民再就业安置工作,积极完善失地农民社会保障机制建设,为失地农民解决后顾之忧。
[Abstract]:The village in the city is the product of the rapid progress of urbanization in our country. It is a special regional phenomenon in the process of high-speed urbanization. It is the result of the rapid expansion of urban construction and the dual management system of urban and rural areas. More and more problems left over by the transformation of villages in cities have become the bottleneck of restricting the development of urban society, enhancing the function of cities and further improving the quality of life of residents, which has aroused widespread concern from all walks of life. There are some social contradictions in the reconstruction of villages in Jinzhou District, there are many difficulties in the reconstruction, and some problems are more acute. The Jinzhou New District Management Committee and related departments and street offices attach great importance to this problem. Actively explore and study effective ways to solve problems. Through collecting and sorting out a large number of relevant documents, this study has understood and grasped the relevant theoretical policies and practical experiences of urban village social security, on the basis of summing up the experience of urban village social security. Based on the investigation of the present situation of 18 villages in Jinzhou District, this paper analyzes the current social security situation of the villages in Jinzhou District and the problems existing in the villages. On this basis, the author puts forward the countermeasures to solve the problem of social security of the village in Jinzhou New District. This paper is divided into four parts. The first part is introduction, which analyzes the basic meaning and research basis of the village social security in the city, and analyzes the research situation of the phenomenon of the village in the city at home and abroad, and the research results obtained. The second part mainly analyzes the existing social security situation of "village in city" in Jinzhou New District, and finds out the existing problems and influencing factors of social security of "village in city". The third part discusses the improvement scheme of the social security of the land-lost farmers in Jinzhou New District. Firstly, it puts forward the measures to improve the social security of the New District of Jinzhou, and analyzes the effectiveness and feasibility of the social security improvement measures of the "Village in the City" in the New District of Jinzhou. The fourth part summarizes the supporting countermeasures of the social security system of "village in the city" in Jinzhou New District. Through the reform of land expropriation system, we can gradually improve the re-employment and resettlement of land-lost farmers, and actively improve the construction of social security mechanism for land-lost farmers. Solve the problems for the peasants who have lost their land.
