佛山市南海区人才发展环境研究

【摘要】:随着各地经济的发展,人才已成为推动经济发展的强大引擎,这点已经成为无论是中央,还是各个城市的共识。由于人才是稀缺的,因此各地对人才难免会产生争夺,哪个地区能够聚集更多的人才资源,该区域就能在未来的区域竞争中脱颖而出。而一个地区对人才是否具有吸引力,不单只靠物质条件,而且取决于这个地方的综合环境。对于位于珠三角腹地的佛山市南海区而言,其经济发展速度令人瞩目。在新常态下,各种各样的机遇和挑战并存,南海区要想把握机会进一步发展,就需要依靠人才的力量。因此,研究如何才能够提升南海区人才发展环境的吸引力,引进和挽留更多人才,助推当地经济发展,提升长远竞争力,具有重要的意义。为此,笔者将在参考不同学者研究的基础上,通过修订一个合适的人才发展环境评价指标体系,指标体系包含经济环境、科教环境、创业环境、人才市场环境、社会保障环境、基本生活环境等六个一级指标,以及若干二级指标,从宏观分析和微观分析两个角度对南海区的人才发展环境进行实证研究。宏观分析是先分析南海区的人才发展环境现状,再将南海区与其他区市进行横切面数据的静态对比,获取南海区人才发展环境的客观认识;微观分析是按照指标体系修订南海区人才发展环境状况调研问卷,对南海区内不同的人才群体进行问卷调查,掌握区内人才对南海区人才发展环境的评价意见。通过宏观和微观的研究后,发现南海区的环境对人才的吸引力不具有绝对优势,与昆山、常熟、张家港、江阴,以及同处佛山市的顺德区等发展水平高、发展模式类似的城市相比,在某些人才发展环境方面不具备很好的竞争优势。另外,通过对区内人才的问卷调查,笔者也发现人才对于南海区的人才发展环境虽然在经济环境、人才市场环境、基本生活环境等方面有较好的评价,但在科教环境、创业环境、社会保障环境等方面表现出不太满意。所以,笔者建议南海区可从加快经济转型发展、提升科技教育投入、营造创新创业氛围、发挥人才市场作用、加大社会保障力度、提升人才生活水平等六个方面进行人才发展环境的改善,以吸引和培育更多人才,促进南海区经济发展再上新台阶。
[Abstract]:With the development of local economy, talent has become a powerful engine to promote economic development, which has become the consensus of both the central government and the cities. Because talent is scarce, it is inevitable that all regions will compete for talent, which region can gather more talent resources, the region will be able to stand out in the future regional competition. Whether a region is attractive to talent depends not only on material conditions, but also on its comprehensive environment. For the Nanhai District of Foshan City, located in the hinterland of the Pearl River Delta, its economic development rate is remarkable. In the new normal, all kinds of opportunities and challenges coexist, the Nanhai area to seize the opportunity to further development, we need to rely on the strength of talent. Therefore, it is of great significance to study how to improve the attractiveness of the talent development environment in Nanhai District, to introduce and retain more talents, to boost the local economic development and to enhance the long-term competitiveness. Therefore, based on the research of different scholars, the author will revise a suitable evaluation index system of talent development environment, which includes economic environment, science and education environment, entrepreneurship environment, talent market environment, social security environment. This paper makes an empirical study on the human resource development environment in Nanhai area from the perspective of macro analysis and micro analysis, including six primary indexes such as basic living environment and some secondary indexes. The macro analysis is to analyze the present situation of the talent development environment in Nanhai area first, and then to compare the cross-sectional data between Nanhai area and other cities in order to obtain the objective understanding of the talent development environment in Nanhai area. According to the index system, the microcosmic analysis is to revise the survey questionnaire of the environment of talent development in Nanhai area, and to investigate the different talent groups in Nanhai area, and to grasp the evaluation opinions of the talent development environment in the area. Through macro and micro research, it is found that the environment in Nanhai District has no absolute advantage over talents, and has a high level of development with Kunshan, Changshu, Zhangjiagang, Jiangyin, and Shunde District in Foshan City. Cities with similar development patterns do not have a good competitive advantage in some talent development environments. In addition, through the questionnaire survey of talents in the area, the author also finds that talents have a good evaluation of the development environment of talents in Nanhai area in the aspects of economic environment, talent market environment, basic living environment, but in the environment of science and education. Entrepreneurial environment, social security environment and other aspects are not very satisfactory. Therefore, the author suggests that Nanhai District should speed up the economic transformation and development, enhance the investment in science and technology and education, create an atmosphere of innovation and entrepreneurship, give full play to the role of the talent market, and strengthen social security. In order to attract and cultivate more talents and to promote the economic development of Nanhai District, we should improve the environment of talent development in six aspects, such as improving the living standard of talents and so on.
