深圳市失业保险问题研究

【摘要】：构建和谐社会是我国发展的重要目标和必要条件,政府工作重点始终围绕人民最关心、最现实的利益问题展开,推动社会保障事业改革是民生工程建设的重要方面。失业是在向市场经济转轨时普遍存在的现象,失业问题严重影响社会稳定。失业保险作为国家组成社会保障体系的重要部分,在维护社会稳定和保证经济持续发展方面发挥着积极作用。失业保险承担保障失业者基本生活水平促进失业人员重新就业的双重责任,保障在社会发展中处于相对弱势地位的群体的利益权益,是维护社会公平的重要“调节器”,是保证社会和谐的“稳定剂”。当前国际经济形式复杂多变,失业保险的作用日益凸显,因为制度建设不完善,监控管理不周全,失业保险制度作用未能完全发挥,优越性无法体现。因此研究失业保险当前存在的问题,建设营运有效的失业保险制度,结合我国国情提出对策建议,意义深远。深圳作为一个现代化移民城市,人口成分多样、就业竞争大,对扩大失业保险制度改革有要求迫切,其失业保险的覆盖状况在全国来看具有典型性、代表性,研究深圳失业保险存在的问题对我国失业保险未来发展方向具有指导意义。本文着眼深圳市现状,简述我国与深圳市失业保险制度的发展历程,通过近年深圳市人口分布、失业保险参保、失业基金收支数据,分析影响深圳市失业保险现状的因素,发现现行失业保险制度中存在的问题,寻求解决的方案。本文运用访谈法与文献调查法法,重点分析深圳失业保险现状,发现深圳失业保险制度不足,提出解决问题的思路与建议。同时通过探讨国外失业保险制度,总结失业保险的不同保障方式,以及不同的覆盖对象,汲取对深圳制度改革的经验。最后通过分析,本文得出失业保险制度改进对策,失业保障体系覆盖需要多元化,流动劳务工、公务员、大学生等群体应被纳入保险范围;从政策落实速度、失业保险功能、宣传力度等方面着手,推动失业保险制度改革;通过立法、道德教化、数据库建设等方面,建立健全失业保险基金监管模式,降低基金风险。
[Abstract]:Building a harmonious society is an important goal and necessary condition for the development of our country. The focus of government work has always been focused on the most concerned and realistic interests of the people. Promoting the reform of social security is an important aspect of the construction of the people's livelihood project. Unemployment is a common phenomenon in the transition to market economy. Unemployment seriously affects social stability. As an important part of social security system, unemployment insurance plays an active role in maintaining social stability and ensuring sustainable economic development. Unemployment insurance assumes the dual responsibility of ensuring the basic living standard of the unemployed and promoting the unemployed to re-enter the job, and protects the interests and rights of the groups in a relatively weak position in social development. It is an important "regulator" to safeguard social equity. It is a "stabilizer" to ensure social harmony. At present, the international economic form is complex and changeable, and the role of unemployment insurance is increasingly prominent, because the system construction is not perfect, the supervision and management is not perfect, the function of unemployment insurance system has not been fully brought into play, and the superiority cannot be reflected. Therefore, it is of great significance to study the existing problems of unemployment insurance, to build an effective unemployment insurance system and to put forward some countermeasures and suggestions according to the national conditions of our country. As a modern immigrant city, Shenzhen has a diverse population and a large employment competition. It is urgent to expand the reform of the unemployment insurance system. The coverage of its unemployment insurance is typical and representative in the whole country. The study of the existing problems of unemployment insurance in Shenzhen has guiding significance for the future development direction of unemployment insurance in China. Based on the present situation of Shenzhen City, this paper briefly describes the development course of unemployment insurance system between China and Shenzhen City. Through the population distribution, unemployment insurance, unemployment fund income and expenditure data in Shenzhen in recent years, this paper analyzes the factors that affect the present situation of unemployment insurance in Shenzhen. Find out the existing problems in the current unemployment insurance system and seek solutions. By using the method of interview and literature investigation, this paper analyzes the present situation of unemployment insurance in Shenzhen, finds out that the unemployment insurance system in Shenzhen is insufficient, and puts forward some ideas and suggestions to solve the problem. At the same time, through discussing the foreign unemployment insurance system, summing up the different safeguard ways of unemployment insurance and the different coverage object, we can draw the experience of Shenzhen system reform. Finally, through the analysis, this paper concludes that the unemployment insurance system should be covered by diversification, mobile workers, civil servants, college students and other groups should be included in the scope of insurance; from the speed of policy implementation, unemployment insurance function, Through the aspects of legislation, moral education and database construction, we should establish and improve the supervision mode of unemployment insurance fund and reduce the risk of unemployment insurance fund.
