农民工贫困代际传递的政策干预研究

【摘要】：缓解农民工贫困代际传递,事关我国经济和社会发展的全局,这是统筹城乡发展的必要条件,也是全面建成小康社会的必然要求。2014年上半年,《国务院关于解决农民工问题的若干意见》出台,这不仅是建设中国特色社会主义的战略任务,更为研究农民工的贫困代际传递提供了一个恰当的契机。本文从政府的角度出发,从农民工贫困代际传递的概念和理论依据、农民工贫困代际传递的特点、表现、原因及农民工贫困代际传递的政策干预措施等方面进行阐述。首先,本文在文献分析法、跨学科研究法的基础上,对农民工、农民工贫困及农民工贫困代际传递的基本概念进行区分,从动态角度对农民工贫困代际传递的概念进行界定,指出农民工贫困代际传递具有转移性、循环性和持久性等特点,并分别阐述了社会流动理论、社会排斥理论和社会学习理论,为研究农民工贫困代际传递提供理论支持。其次,本文在调查问卷法的基础上阐述了农民工贫困代际传递的表现,例如农民工贫困家庭子女就业状况不容乐观、生活品质较低、合法权益更易受到侵害及政治参与度较低等。再次,指出农民工贫困代际传递的原因,主要包括“二元化”政策体制的制约、受教育机会不平等及贫困文化的辐射作用、农民工贫困家庭的就业和医疗服务体系不完善和社会保障制度不健全等方面。最后,提出缓解农民工贫困代际传递的政策干预措施,主要包括不断推进我国的户籍制度改革、加大对农民工贫困群体及其子女的教育投入、完善农民工贫困家庭的就业和医疗服务体系、搭建面向农民工家庭的开放型社会保障体系等。
[Abstract]:Alleviating the intergenerational transmission of peasant workers' poverty has a bearing on the overall economic and social development of our country, which is a necessary condition for the overall planning of urban and rural development. It is also an inevitable requirement for building a well-off society in an all-round way. In the first half of 2014, the State Council issued several opinions on solving the problem of migrant workers, which is not only the strategic task of building socialism with Chinese characteristics, More research on migrant workers poverty intergenerational transmission provides an appropriate opportunity. From the angle of government, this paper expounds the concept and theoretical basis of the poverty intergenerational transmission of migrant workers, the characteristics, manifestations, reasons and policy intervention measures of the poverty intergenerational transmission of migrant workers. First of all, on the basis of literature analysis and interdisciplinary research, this paper distinguishes the basic concepts of migrant workers, migrant workers' poverty and their poverty intergenerational transmission, and defines the concept of migrant workers' poverty intergenerational transmission from the dynamic point of view. The paper points out that the intergenerational transmission of peasant workers' poverty has the characteristics of transfer, circularity and persistence, and expounds the theory of social mobility, social exclusion and social learning respectively, which provides theoretical support for the study of poverty intergenerational transmission of migrant workers. Secondly, based on the questionnaire method, this paper expounds the performance of the poor intergenerational transmission of migrant workers, such as the poor children of migrant workers poor children employment situation is not optimistic, the quality of life is low. Legal rights and interests are more vulnerable to infringement and political participation is low. Thirdly, it points out the reasons for the intergenerational transmission of peasant workers' poverty, mainly including the restriction of "dualization" policy system, the unequal access to education and the radiation effect of poverty culture. The employment and medical service system of peasant laborer poor family is not perfect and the social security system is not perfect. Finally, the policy intervention measures to alleviate the poverty transmission between generations of migrant workers are put forward, which mainly include pushing forward the reform of the household registration system and increasing the educational input to the poor groups of migrant workers and their children. Improve the employment and medical service system of peasant workers poor families, set up an open social security system for migrant workers families.
