内蒙古养老服务业发展研究

【摘要】：近年来,我国日益重视养老服务工作,养老服务业市场也在不断发展,但与发达国家相比,我国仍面临改善社会民生和促进经济发展等多方面压力,应对人口老龄化带来的问题和把握其带来的积极影响,是一项相对持久的重要课题,积极发展养老服务业是集中面对其带来的问题和利用积极影响的重要方面。总体来看,我国养老服务业发展仍处在起步阶段,养老服务产品、服务的供给水平和老年人口的现实以及潜在需求存在较大差距。本文以人口老龄化作为养老服务业发展的重要经济社会背景,从全面实现小康社会,构建社会化以及产业化的发展体制,由政府制订政策来引导与扶持企业以及社会多方面力量参与到养老服务业发展等视角,探究内蒙古促进养老服务持续健康发展问题。内蒙古老年人口不断增加,人口老龄化水平不断提升,为内蒙古养老服务发展带了较好的市场环境,但发展中仍存在诸多问题,尤其在供给侧方面面临一些瓶颈,在市场经济以及社会保障体系等要素的共同推动下,机遇和挑战并存。我国近年来非常关注养老服务业的发展问题,各个省市地区也更加重视发展养老服务,在依托市场配置资源的决定性作用基础上,积极发挥政府的宏观调控作用,为整个社会的养老服务业市场构筑良好的氛围,不断促进养老服务业平稳、快速地发展意义深远。本文以内蒙古人口老龄化目前的情况为出发点,对目前内蒙古养老服务的发展情况进行分析梳理,概括内蒙古养老服务业发展存在的主要问题,并对应剖析,提出相应对策建议。积极应对人口老龄化日趋严峻的形势,推动养老服务业的发展,对促进内蒙古经济转型、产业升级以及经济社会持续健康发展具有重要意义。文章的第一部分主要是就论文研究的背景、研究意义进行阐述,对国外与国内相关研究成果进行概述;第二部分对养老服务业的内涵和外延进行界定,对相关的基础性理论进行了概括;第三部分主要从供给和需求两个角度梳理内蒙古养老服务业发展现状;第四部分则是对内蒙古养老服务业发展过程中遇到的主要问题进行了分析概括;第五部分,提出内蒙古养老服务业的发展方向,并提出养老服务业发展的具体对策思路。为了使老年人多方面的消费需求得到满足,供应优质综合、效率高的养老服务,促进养老服务系统能更加社会化、产业化的构建,促使经济社会持续健康发展,需要以居家养老作为基础,凭借社区养老服务作为支撑,以机构养老作为补充,由老年人具体需求出发,塑造社会化、产业化、市场化相互耦合的养老服务体系,组建多方面的养老经济支柱,不断提升养老服务业市场的供应能力。
[Abstract]:In recent years, our country pays more and more attention to the service for the aged, and the market of the service for the aged is developing constantly, but compared with the developed countries, our country still faces the pressure of improving the people's livelihood and promoting the economic development. It is a relatively lasting and important task to deal with the problems and to grasp the positive effects brought by the aging of the population. The active development of the old-age service industry is an important aspect to focus on the problems and make use of the positive effects. In general, the development of the old-age service industry in China is still in its infancy, and there is a big gap between the supply level of the products and services for the aged and the reality and potential demand of the elderly population. This paper takes the aging of population as the important economic and social background for the development of the service industry for the aged, starting with the realization of a well-off society in an all-round way and the construction of a socialized and industrialized development system. From the perspective of government policy to guide and support enterprises and social forces to participate in the development of pension services, this paper probes into the promotion of sustainable and healthy development of pension services in Inner Mongolia. In Inner Mongolia, the elderly population is increasing and the aging level of the population is rising, which brings a better market environment for the development of pension services in Inner Mongolia. However, there are still many problems in the development, especially in the supply side facing some bottlenecks. Driven by market economy and social security system, opportunities and challenges coexist. In recent years, China has paid great attention to the development of the old-age service industry, and all provinces, cities and regions have also paid more attention to the development of old-age care services. On the basis of relying on the decisive role of the market in allocating resources, the government has actively exerted its macro-control role. It builds a good atmosphere for the whole society's endowment service market, promotes the pension service industry to be stable, and develops rapidly and has far-reaching significance. Taking the current situation of population aging in Inner Mongolia as the starting point, this paper analyzes the development of pension services in Inner Mongolia, summarizes the main problems existing in the development of pension services in Inner Mongolia, and analyzes the corresponding problems. The corresponding countermeasures and suggestions are put forward. It is of great significance to actively deal with the increasingly austere situation of population aging and to promote the development of old-age service industry in Inner Mongolia to promote economic transformation, industrial upgrading and sustainable and healthy economic and social development. The first part of the article is mainly about the background of the paper research, the significance of the study, the summary of the relevant research results at home and abroad; the second part defines the connotation and extension of the old-age service industry. The third part mainly combs the present situation of the endowment service industry in Inner Mongolia from the two angles of supply and demand; The fourth part is to analyze the main problems encountered in the development of pension services in Inner Mongolia, the fifth part, put forward the development direction of pension services in Inner Mongolia, and put forward the specific countermeasures of the development of pension services. In order to satisfy the various consumption needs of the elderly, to supply high-quality comprehensive and efficient old-age services, to promote the pension service system to be more socialized, to build industrialization, and to promote the sustainable and healthy development of the economy and society. We need to take the family pension as the foundation, rely on the community pension service as the support, take the institutional old-age care as the supplement, proceed from the specific needs of the elderly, mold the socialized, industrialized, market-oriented mutual coupling of the pension service system. The establishment of various pillars of the pension economy, constantly improve the supply capacity of the pension service market.
