农村土地经营权流转中政府与市场的关系研究

【摘要】：推动农村土地经营权流转,发展适度规模经营已成为大势所趋。但目前在流转过程中,仍然存在一些问题,政府与市场配合不当,没有充分发挥应有的作用,是出现问题的最主要原因。本文分析了农村土地流转交易市场体系不健全、中介服务机构不完善和金融市场不发达等市场方面存在的障碍。农村集体土地产权制度不明晰、地方政府管理部门服务滞后、相关配套措施不健全和土地产权交易的相关法律法规不完善等政府方面存在的缺陷,并对现实中存在的具体问题,提出了有针对性、创新性的对策建议,论述了健全和规范土地流转市场和中介组织,完善农村土地产权管理制度,加强相关法律法规、社会保障等一系列制度建设,提出了加强地方政府管理和服务等各项改革措施。
[Abstract]:Promote the circulation of rural land management rights, the development of moderate scale management has become the general trend. However, in the process of circulation, there are still some problems. The main reason for the problems is that the government and the market do not cooperate properly and do not give full play to their due role. This paper analyzes the obstacles in rural land circulation market, such as imperfect market system, imperfect intermediary service institutions and underdeveloped financial market. The system of collective land property right in rural areas is not clear, the service of local government administrative department is lagging behind, the relevant supporting measures are not perfect and the laws and regulations related to land property right transaction are not perfect, and the concrete problems existing in reality are also pointed out. The paper puts forward targeted and innovative countermeasures and suggestions, discusses a series of system construction, such as perfecting and standardizing the land circulation market and intermediary organizations, perfecting the management system of rural land property rights, strengthening the relevant laws and regulations, social security, etc. Put forward to strengthen local government management and service and other reform measures.
