社区公共服务对农民工市民化的影响研究

【摘要】：随着国家推进城镇化建设的力度不断加大,农民工市民化逐渐成为社会各界关注的焦点。近几年中共中央、国务院在许多重要文件中,都提出要推动农业转移人口市民化、推动户籍制度改革,推进城镇基本公共服务均等化。农民工市民化已经成为当前社会研究的热点课题。社区是城市社会结构中最基层的组成部分,直接为农民工提供基本的公共服务,对于农民工市民化具有极其重要的意义。本文通过应用公共管理学、统计学、社会学、经济学等学科知识,利用数理统计手段,分析农民工市民化要素,建立起以经济状况、权益待遇、生活融入、心理认同为维度的一级指标,涵盖收入、住房、消费、政治权益、社会保障、劳动权益、社区参与、家庭稳定、交际圈、自我认同、他人看法、远期计划等十二个方面的农民工市民化指标体系。并以此为基础,设计农民工市民化调查问卷,组织专业统计调查人员在湖南省范围内进行调查,并应用计量经济学中的CRITIC赋值法,对湖南农民工市民化水平进行加权测算,通过测算发现,湖南农民工市民化水平为51.01%,处于中等发展阶段。利用综合分析手段,本文进一步研究社区公共服务对于农民工市民化的影响,研究表明社区公共服务对于农民工市民化均有着显著的积极影响,因此本文针对当前社区公共服务存在的问题,从提升农民工市民化水平的角度,对现有的社区公共服务进行了具体、可操作的对策建议思考。
[Abstract]:With the development of urbanization, the citizen of migrant workers has become the focus of attention from all walks of life. In recent years, in many important documents, the CPC Central Committee and the State Council have proposed to promote the urbanization of agricultural transfer population, promote the reform of the household registration system, and promote the equalization of basic public services in cities and towns. The urbanization of migrant workers has become a hot topic in the current social research. Community is the most basic part of the urban social structure. It is of great significance to provide the basic public services for the migrant workers. By applying the knowledge of public management, statistics, sociology, economics and so on, this paper, by means of mathematical statistics, analyzes the elements of peasant workers' citizenship, and establishes the integration of economic status, rights and interests, and life. Psychological identity as a dimension of the first indicators, including income, housing, consumption, political rights, social security, labor rights, community participation, family stability, social circle, self-identity, other people's views, Long-term plan and other 12 aspects of migrant workers citizenship index system. On the basis of this, the author designs the questionnaire of peasant laborer's citizen, organizes the professional statistic investigator to carry on the investigation in Hunan province, and uses the CRITIC assignment method in econometrics, carries on the weighted measurement to the Hunan peasant laborer's citizen's level. It is found that the level of urbanization of migrant workers in Hunan is 51.01, which is in the middle stage of development. By means of comprehensive analysis, this paper further studies the impact of community public service on the urbanization of migrant workers, and shows that the community public service has a significant positive impact on the urbanization of migrant workers. Therefore, in view of the problems existing in the current community public service, from the point of view of raising the level of peasant workers' citizenship, this paper makes concrete and operable suggestions on the existing community public services.
