张家口市在京流动党员“双向管理”研究

【摘要】：张家口市委在北京成立了驻京流动党委,把本籍在京的流动党员组织起来,构筑了全新的组织体系,创建了有效的制度规范,充分发挥了先锋模范作用,为首都北京和家乡的发展建设作出突出贡献。流动党委是现阶段改革不到位的特殊产物,填补了流动人口这一基层党建工作的真空地带,是对构建城乡一体化基层党建的有益探索。随着我国改革开放的不断深入,特别是城市化进程的加速,大量人口流入城市,与此同时,政治体制改革的滞后和经济体制改革配套不完善,如户籍制度、社保制度、人事制度等,改革不到位,致使社会管理领域出现诸多问题。在不断增加的大量的流动人口中,流动党员的数量和规模也在成倍的扩大,已经成为当前党员队伍中的重要组成部分,在体制改革没有完全理顺的情况下,如何把他们有效地组织起来,保持他们的先进性,充分发挥他们的作用,是当前党建工作亟待突破的新课题。本文主要就张家口市流动党员管理取得的经验和存在的问题进行研究。张家口市委组织张家口籍在京务工的党员,成立了驻京流动党委,对构建城乡一体化党员教育管理格局进行了有益的探索,推进了基层党建工作,扩大了党组织覆盖面,创新和丰富了社会管理内容。对团结凝聚广大张家口在京务工经商人员,促进京张两地民间的交流与合作,实现张家口市与北京的全方位、深层次、立体化对接,推动两地经济社会发展,产生了十分积极的效果。这是党密切联系群众的直接体现,是实现党的领导有效途径,也是完成党的任务的最佳方式,对于党的基层建设具有着重要而深远的意义,他们的经验与做法值得提倡和借鉴。本文共分为五章。第一章绪论部分主要介绍了论文研究的目的、意义,研究综述、研究思路与方法等。第二章主要介绍了流动党员管理中的相关基本概念和基本理论。第三章主要对张家口市在京流动党员及其管理现状进行了分析,阐述了流动党员现状,分析了流动党员管理已经实践的经验与做法及流动党委在流动党员管理中发挥的积极作用。第四章主要阐述了流动党员管理面临的困难,并分析了存在的问题及原因。第五章主要是根据张家口市的经验,结合张家口市自身特点,提出了针对性的建议与措施。
[Abstract]:The Zhangjiakou Municipal Party Committee set up a mobile party committee stationed in Beijing, organized the mobile party members of their native nationality in Beijing, constructed a new organizational system, created effective system norms, and brought into full play the vanguard and exemplary role. We will make outstanding contributions to the development and construction of the capital, Beijing and our hometown. The mobile party committee is a special product which is not in place at the present stage of reform. It fills up the floating population, which is the vacuum zone of the party building at the grass-roots level, and is a beneficial exploration for the construction of the party building at the grass-roots level in the integration of urban and rural areas. With the deepening of China's reform and opening up, especially the acceleration of the urbanization process, a large number of people flow into the city. At the same time, the lagging of the reform of the political system and the imperfections of the reform of the economic system, such as the household registration system, the social security system, Personnel system, reform is not in place, resulting in many problems in the field of social management. In the ever-increasing number of floating population, the number and scale of floating party members are also multiplying, and they have become an important part of the current ranks of party members, while the reform of the system has not been completely straightened out. How to organize them effectively, maintain their advanced nature and give full play to their role is a new task that needs to be broken through in the current Party building work. This paper mainly studies the experience and problems in the management of mobile party members in Zhangjiakou City. The Zhangjiakou Municipal Party Committee organized members of Zhangjiakou working in Beijing to set up a mobile party committee stationed in Beijing, which made a useful exploration into the construction of an integrated educational and administrative pattern of party members in urban and rural areas, promoted the work of party building at the grass-roots level, and expanded the coverage of party organizations. Innovation and enrich the content of social management. To unite and unite the vast number of workers and businessmen working in Beijing, to promote exchanges and cooperation between the people of Beijing and Zhangjiakou, to realize the all-round, deep and three-dimensional docking between Zhangjiakou and Beijing, and to promote the economic and social development of the two places. This is a direct embodiment of the party's close ties with the masses, an effective way to realize the party's leadership, and the best way to accomplish the party's task. This paper is divided into five chapters. The first chapter introduces the research purpose, significance, research summary, research ideas and methods. The second chapter mainly introduces the basic concepts and theories in the management of floating Party members. The third chapter mainly analyzes the current situation of mobile party members and their management in Zhangjiakou city in Beijing, and expounds the current situation of mobile party members. This paper analyzes the experience and practice of the management of floating Party members and the positive role played by mobile party committees in the management of mobile party members. The fourth chapter mainly expounds the difficulties faced by the management of floating Party members, and analyzes the existing problems and reasons. The fifth chapter is based on the experience of Zhangjiakou City, combined with the characteristics of Zhangjiakou City, put forward targeted suggestions and measures.
