关于在辽宁省实施农村宅基地自愿置换城镇住房的建议

【摘要】：2016年,辽宁省政府出台的《关于化解房地产库存的若干意见》中的措施鼓励农民进城购房,积极探索农民宅基地自愿有偿退出和土地增值收益合理分配机制以及相应的社会保障措施。本文从农村宅基地置换的定义入手,分析了辽宁省农村宅基地可置换的原因,最后通过梳理近八年来兄弟省市的经验和政策,从根据各市、乡、村的具体情况分别制定办法、拓宽政府融资力度以及全面保障农民权益三方面提出在辽宁省实施农村宅基地自愿置换城镇住房的建议。
[Abstract]:In 2016, the Liaoning Provincial Government introduced measures to encourage farmers to go into the city to buy their houses. To explore the reasonable distribution mechanism of peasants' homestead voluntary paid withdrawal and land value-added income, as well as the corresponding social security measures. Starting with the definition of rural homestead replacement, this paper analyzes the reasons why rural homestead can be replaced in Liaoning Province. Finally, through combing the experiences and policies of brother provinces and cities in the past eight years, according to the specific conditions of each city, township and village, the author formulates the methods separately. In order to widen government financing and protect farmers' rights and interests, this paper puts forward some suggestions on the voluntary replacement of urban housing on rural homestead in Liaoning Province.
