机关养老保险系统设计与实现

【摘要】：随着社会经济的迅速发展,我国社会保障制度不断完善。作为保障制度的重要组成部分,养老保险是社会保险是五大险种中最重要的险种之一。它在保障退休职工退休后基本生活方面起到了非常重要的作用。随着保障功能的日益增强,养老保险覆盖的范围、内容、人员也越来越广。改革开放以后,我国从单纯的计划经济转移到大力发展市场经济,企业养老保险制度以国企改革、保障劳动者权益和社会稳定为目的首先进行改革,这也为我国机关事业单位的养老保险制度改革提供了宝贵且可借鉴的经验,养老制度的改革逐渐扩展到事业单位。随着国家不断完善社会主义市场经济,机关事业单位机构改革和人事制度改革需要被进一步深化,因此现行的机关事业单位离退休制度也需要进行改革,以符合我国的公务员及事业单位员工的养老保险制度。本文对机关养老保险业务研究,讨论管理信息系统技术在养老保险工作中的功能以及操作流程的实施,系统采用C/S/S(Client/Application Server/Database Server)架构,使用 Java 语言,并利用东软 UniEAP开发平台在核三基础上实现养老保险信息管理系统中的离退休人员新增管理、待遇报表管理、轧帐(差错检验)三个模块。所研究的内容可以完成:(1)对退休到龄预告、离退休人员新增、离退休人员基础信息修改(2)对某参保机关单位养老保险金各项数据指标进行查询、汇总以及对本地保险部门经办业务涉及金额进行整理、比较。(3)达到防错、检错的目的。研究内容可以为北京市消防机关养老保险系统的建设和运营提供技术支持和实现。
[Abstract]:With the rapid development of social economy, China's social security system continues to improve. As an important part of the security system, endowment insurance is one of the most important types of social insurance. It has played a very important role in protecting the basic life of retired workers after retirement. With the increasing security function, the coverage of pension insurance coverage, content, personnel is also more and more extensive. After the reform and opening up, our country has shifted from a simple planned economy to a vigorous development of the market economy. The purpose of the enterprise old-age insurance system is to reform state-owned enterprises, safeguard the rights and interests of workers and social stability. This also provides valuable and useful experience for the reform of the endowment insurance system of the government and institutions in our country, and the reform of the pension system gradually extends to the institutions. With the continuous improvement of the socialist market economy by the state, the reform of organs, institutions, institutions and personnel systems needs to be further deepened. Therefore, the current retirement system of organs and institutions also needs to be reformed. In line with our civil servants and institutions staff pension insurance system. This paper discusses the function and operation process of the management information system technology in the pension insurance work. The system adopts C/S/S (Client/Application Server/Database Server) structure and uses Java language. Three modules of pension insurance information management system are implemented by using Neusoft UniEAP development platform on the basis of nuclear three: new management of retired persons, report management of treatment, and error checking. The contents of the study can be completed: (1) to forecast retirement to age, to add new retirees, to modify the basic information of retired persons (2) to inquire into the various data indexes of pension insurance in a certain insurance institution, Summarize and collate the amount of business involved in local insurance department. (3) achieve the purpose of error prevention and error detection. The research content can provide technical support and realization for the construction and operation of Beijing fire service endowment insurance system.
