郴州市农民工社会保障问题研究

【摘要】：自从20世纪80年代以来,我国一直不断的爆发出了很大规模外出寻找就业机会的“民工潮”。许多的农民在进入城市参加工作后,使城市的服务业快速发展,给城市居民的生活提供了方便,为当地一些城市创造了大量财富和税收,为城市的经济发展和社会的繁荣作出了很大贡献。可是在城乡二元的结构中,农民工在劳动安全、就业机会、工资收入、教育等各方面都和城市居民有比较大的差距,特别是在社会保障方面,相对城市居民来说农民工基本上是处于空白的。在社会保障方面,城市的农民工已经慢慢成为了一个不容忽视的特殊的社会群体,他们给城市创造了很大的社会效益和经济利益,可是他们的社会保障却得不到保障,无人问津。这不仅仅严重地妨碍了我国的城市化进程,也十分不利于“三农问题”的解决。所以说,从建立城市农民工的社会保障制度的现实意义以及一些具体制度的设计方面,对于城市农民工这个特殊的社会群体的社会保障制度进行探究是十分必要的。本文主要是通过探讨进城农民工社会保障问题,从一些有利于切实推动我国城市化与社会保障体系改革的进程出发,联系目前郴州市农民工的社会保障现状和分析,对改善农民工的生存和社会保障现状提出一些建议和措施,并对社会救助和社会保障体系等与之相关的方面改革提出一些自己的看法。
[Abstract]:Since the 1980 s, there has been a wave of migrant workers who have been going out on a large scale to find jobs in our country. After entering the city to take part in the work, many farmers have made the service industry of the city develop rapidly, provided convenience to the life of the urban residents, created a large amount of wealth and taxes for some local cities, and made great contributions to the economic development and social prosperity of the city. However, in the dual structure of urban and rural areas, migrant workers have a big gap with urban residents in labor safety, employment opportunities, wages, education and other aspects, especially in social security, compared with urban residents, migrant workers are basically blank. In the aspect of social security, the migrant workers in the city have slowly become a special social group that can not be ignored, they have created great social and economic benefits to the city, but their social security can not be protected, no one cares about it. This not only seriously hinders the process of urbanization in our country, but also is not conducive to the solution of the problems of agriculture, countryside and farmers. Therefore, from the practical significance of establishing the social security system of urban migrant workers and the design of some specific systems, it is very necessary to explore the social security system of the special social group of urban migrant workers. This paper mainly discusses the problem of social security of migrant workers in cities, starting from the process of promoting urbanization and the reform of social security system in China, connecting with the present situation and analysis of social security of migrant workers in Chenzhou City, puts forward some suggestions and measures for improving the survival and social security situation of migrant workers, and puts forward some views on the reform of social assistance and social security system.
