新疆昌吉州木垒县博斯坦村贫困原因及增收对策研究

【摘要】：自从改革开放以来,我国在扶贫开发方面取得了十分显著的成绩,表现出了一些新的政策取向,同时也面临着巨大挑战。目前,我国的农村贫困问题仍然较为突出,特别西部少数民族边疆地区,贫困问题影响了社会的稳定、民族的团结和经济的发展,甚至影响了全面建成小康社会的进程。农村扶贫政策及其实施效果已经成为学术界普遍关注的热点话题,因此,为了解决农村的贫困问题,文章通过分析昌吉州对重点贫困村扶贫开发现行的举措中存在的问题,从农村财政扶持政策、人力资本政策、农村社会保障政策及扶贫参与主体等角度诠释了当前农村扶贫开发举措实施低效性的原因,重点研究分析了政府和市场的各种举措对昌吉州贫困村农牧民生产生活的影响,同时也分析了其他一些客观因素对农牧民增收的作用,进而提出了当前农村扶贫政策存在问题的解决对策。
[Abstract]:Since the reform and opening up, China has made remarkable achievements in poverty alleviation and development, showing some new policy orientations, but also facing great challenges. At present, the problem of rural poverty in China is still more prominent, especially in the western minority border areas, poverty has affected social stability, national unity and economic development, and even affected the process of building a well-off society in an all-round way. Rural poverty alleviation policy and its implementation effect have become a hot topic in academic circles. Therefore, in order to solve the problem of rural poverty alleviation and development, this paper analyzes the problems existing in the current measures of poverty alleviation and development in Changji Prefecture, and explains the reasons for the inefficiency of the current rural poverty alleviation and development measures from the angles of rural financial support policy, human capital policy, rural social security policy and poverty alleviation participants. This paper focuses on the analysis of the influence of various measures of the government and the market on the production and life of farmers and herdsmen in poor villages in Changji Prefecture, and also analyzes on the role of other objective factors in increasing the income of farmers and herdsmen, and then puts forward some countermeasures for solving the problems existing in the current rural poverty alleviation policy.
