中国社会组织成长条件的再思考——一个总体性理论视角

【摘要】：本文构建了一个社会组织功能与成长条件的总体性理论视角。社会组织发挥治理和服务功能需要依赖特定的制度条件,其成长条件镶嵌于治理转型的总体脉络之中。文章以深度案例分析的方式聚焦于政府购买社会组织服务的制度实践,发现当前政府购买服务呈现出以体制内需求为导向、就近圈内购买以及悬浮于社区治理网络等特征,致使社会组织赖以发展的重要制度条件处于缺位状态。文章进而提出要高水平发展社会组织必须超越技术治理的既有逻辑。
[Abstract]:This paper constructs an overall theoretical perspective of social organization functions and growth conditions. Social organizations need to rely on specific institutional conditions to play their governance and service functions. Its growth conditions are embedded in the overall context of governance transformation. This paper focuses on the institutional practice of government purchasing social organization services in the form of in-depth case analysis, and finds that the current government purchase services show a demand orientation within the system. The characteristics of purchasing in the nearest circle and suspending in the community governance network lead to the absence of important institutional conditions for the development of social organizations. This paper further points out that in order to develop social organizations at a high level, they must surpass the existing logic of technological governance.
