创享计划中社区居民增能的社会工作介入

【摘要】：现代城市社区参与不足的问题已成为各地社区治理的重、难点,如何突破无形的“官民”屏障,实现社区主体自下而上参与社区事务,推进社区居民自治是当前亟需关注的社会问题。朝阳区创享计划旨在通过社区居民发现身边问题,结合个人优势发起提案项目,带动其他居民一起付诸行动,促进社区问题的解决,从而满足居民的服务需求,激发社区活力。本文以社会工作介入社区创享的实践为例,引入增能理论视角,分析创享计划如何以成型的工作思路,通过“提案大赛”和“增能计划”实现社区居民增能,促进社区参与并推动社区治理工作的;最后通过反思“创享计划”增能的成效与不足,提出了提升创享计划增能的建议。笔者将全文分为五部分:第一部分是绪论,首先对本文的研究背景、创新意义做了简要论述;对论文的理论基础“参与式发展理论”“增能理论”进行阐释,并对文中涉及到的“社区参与”“社区居民增能”等相关概念进行了界定;研究方法重点介绍了访谈法与参与式观察法。第二部分主要是对国内外关于社区居民参与社区治理的研究和社区增权的实质性研究。总结了国内外社区参与研究与社区增权研究的内容,提出了在借鉴国内外研究成果的基础上,以社会工作的实践探索社区居民增能的研究思路。第三部分是介绍创享计划的概况。笔者首先介绍了创享计划的背景,之后以A社区为例呈现其实施过程,最后介绍了“增能”的典型提案项目。第四部分是对社工介入居民“增能”的过程进行的分析,通过对创享计划各阶段的支持与统筹,从前期对居民参与意识的引导,到中期辅助居民将金点子转化成提案,再到中后期的提案实施,居民的潜能得到全面激发,服务团队与居民都获得了增能。第五部分,总结了创享计划的增能结果,并对此进行了反思;提出了提升创享计划为居民增能的相关建议。
[Abstract]:The problem of insufficient participation in modern urban communities has become a heavy and difficult problem in local community governance. How to break through the invisible barrier of "officials and people" and realize the participation of community subjects in community affairs from the bottom up, Promoting community autonomy is a social problem that needs urgent attention at present. The Chaoyang District Initiative aims to find problems around the community through the community residents, and to launch a proposal project combining their personal advantages to bring other residents into action together. This paper takes the practice of social work intervention in community creation and enjoyment as an example, introduces the theory of energy enhancement, and analyzes how to take the idea of how to form the plan of innovation and enjoyment by taking the practice of social work involved in community creation and enjoyment as an example to promote the solution of community problems, thus to meet the service needs of residents and to stimulate community vitality. The third part is the introduction of the general situation of the innovation and enjoyment plan. First, the author introduces the background of the plan. Then take community A as an example to present its implementation process, and finally introduces the typical proposal project of "empowerment". Part 4th is an analysis of the process of social worker intervention in residents'"empowerment", through the support and coordination of each stage of the plan. From the early stage to the guidance of residents' participation consciousness, to the mid-term auxiliary residents turning gold ideas into proposals, and then to the implementation of the mid-to-late stage of the proposal, the potential of the residents was fully stimulated, and both the service team and the residents were given a part of the increase in energy. 5th. In this paper, the results of the energy increase of the plan are summarized, and some suggestions are put forward to enhance the energy of the residents.
