泰国对东盟的认知与战略选择

【摘要】：国家是国际组织的参与者,国家的意志和行动直接影响到国际组织的发展方向和进程。国际关系学通常假设国家为理智的行为主体,因此,国家在参与国际组织也可以说是一种理性行为,而国家在国际组织的表现是建立在它对该组织的认知以及战略选择的基础之上。东南亚国家联盟(东盟)是发展中国家中最成功而且最有代表性的区域性国际组织,目前其成员国已经涵盖了所有东南亚国家,内在合作的水平也不断的在提升和深化,成为区域和全球具有重要影响力的一个国际组织。东盟能够取得如今的成就,少不了成员国尤其是核心成员国在其中所发挥的积极作用。泰国是东盟的创始成员国,在东盟占特殊地位,扮演着核心国的角色,并且拥有较大的话语权。因此,本文认为在研究泰国对东盟的认知与战略选择将有助于我们更加了解东盟这个重要国际组织。泰国对东盟的基本认知是建立在国家利益的基础上,东盟这个区域性国际组织在很大的程度上能够满足泰国国家利益,泰国对东盟的认知则直接影响它对东盟的政策和战略的形成。泰国把对外战略的重要目标投放到东盟身上,积极参与东盟的各项合作和东盟的一体化进程,同时在其中不断的发挥领导作用,运用自己在东盟的特殊地位来影响东盟合作的方向以及制度上的安排,试图借助东盟这个平台来寻求国家利益,巩固自身在区域内的大国身份以及提高国际声望。虽然说泰国在参与到东盟组织的主要目的是为了谋求国家利益最大化,但我们也不能否认泰国在谋求国家利益的同时,也在不断的推动东盟组织的发展,成为东盟不可或缺的核心成员国。在东盟合作走到更深层次的一体化的今天,泰国对东盟的战略选择除了优先会考虑到本国的国家利益外,但也会更多的考虑到地区利益或东盟的共同利益。值得注意的是,为迎接"东盟共同体"的到来,泰国依然扮演着最为积极的推动者,努力维护地区和平、促进地区繁荣。
[Abstract]:States are participants in international organizations, and the will and action of States directly affect the direction and process of development of international organizations. The participation of a State in an international organization can also be said to be a rational act. And the country's performance in an international organization is based on its perception of the organization and its strategic choices. The Association of Southeast Asian Nations (ASEAN) is the most successful and representative regional international organization among developing countries, At present, its member States have covered all Southeast Asian countries, and the level of internal cooperation is constantly rising and deepening, becoming an international organization with important regional and global influence. ASEAN can achieve what it is today. Thailand, as a founding member of ASEAN, plays a special role in ASEAN, plays a central role and has a strong voice. This paper holds that the study of Thailand's cognition and strategic choice of ASEAN will help us understand more about ASEAN as an important international organization. Thailand's basic understanding of ASEAN is based on national interests. ASEAN, a regional international organization, can to a large extent satisfy the national interests of Thailand, while Thailand's perception of ASEAN directly affects the formation of its policies and strategies towards ASEAN. Thailand has invested the important objectives of its foreign strategy on ASEAN. To take an active part in ASEAN cooperation and ASEAN integration process, and at the same time to continue to play a leading role in ASEAN and to use its special status in ASEAN to influence the direction and institutional arrangements of ASEAN cooperation, Trying to use ASEAN as a platform to pursue national interests, consolidate their status as a major power in the region and enhance international prestige. Although Thailand's main purpose in participating in the ASEAN organization is to maximize national interests, However, we cannot deny that while Thailand is pursuing its national interests, it is also constantly promoting the development of ASEAN and becoming an indispensable core member of ASEAN. Today, ASEAN cooperation has reached a deeper level of integration. Thailand's strategic choice for ASEAN will take into account not only its national interests, but also its regional interests or the common interests of ASEAN. It is worth noting that in order to welcome the arrival of the "ASEAN Community," Thailand continues to play the most active role in maintaining regional peace and promoting regional prosperity.
