新时期中国与巴基斯坦关系面临的挑战与发展

【摘要】：新中国与巴基斯坦建交61年来,两国关系一直保持着稳定的发展,没有太大的波澜和起伏,经过两国多年的努力最终建成了“全天候,全方位”不同社会制度国家关系的典范。两国相互的战略需求特别是维护共同的安全利益是两国关系能够长时间保持密切的深层原因。进入21世纪以来,中巴关系面临着新的挑战,中国的迅速发展和巴基斯坦混乱动荡形成了鲜明的对比,并衍生的很多的矛盾和问题。中国的国家发展战略和大周边战略使中巴之间战略需求下降,迫使两国合作内容发生改变。巴基斯坦也不能很好的利用中国崛起所带来的发展机遇。两国结构性矛盾凸显,政治、军事和经济、文化发展失衡问题严重。外部因素的改变特别是美国和印度因素对中巴关系也产生了很大的冲击。面对新时期中巴关系面临的挑战,两国必须强化忧患意识,不能单纯的满足于中巴关系不错的现状,而应该主动出击。首先,两国应继续加强政治合作,增进在国际舞台上的合作。其次,加强中巴经济与贸易合作以及能源通道建设。再次,强化两国文化交流和人员沟通,为两国长期友好奠定基础。最后,两国可以加强在国际安全层面上的合作,中国支持巴基斯坦加入上海合作组织,以开辟两国发展新的合作点。中巴政府和民众都应该珍视两国得来不易的亲密关系,果断采取措施,变挑战为机遇,为新时期中巴发展做出应有的贡献。
[Abstract]:Since the establishment of diplomatic relations between the two countries 61 years ago, relations between the two countries have maintained steady development, without great ups and downs. After years of efforts, the two countries have finally established a model of "all-weather, all-dimensional" relations between countries with different social systems.The mutual strategic needs of the two countries, especially the maintenance of common security interests, are the underlying reasons for the close relationship between the two countries for a long time.Since the beginning of the 21st century, China-Pakistan relations are facing new challenges. The rapid development of China and the chaos and turbulence in Pakistan are in sharp contrast, and many contradictions and problems have arisen.China's national development strategy and its grand peripheral strategy have reduced the strategic demand between China and Pakistan, forcing a change in the content of bilateral cooperation.Nor can Pakistan make good use of the development opportunities offered by China's rise.The structural contradictions between the two countries are highlighted, and the imbalance between political, military, economic and cultural development is serious.The change of external factors, especially the American and Indian factors, also has a great impact on the relations between China and Pakistan.Facing the challenge of Sino-Pakistani relations in the new period, the two countries must strengthen their sense of suffering and should not be satisfied with the current situation of good relations between China and Pakistan, but should take the initiative to attack.First, the two countries should continue to strengthen political cooperation and enhance cooperation in the international arena.Second, strengthen economic and trade cooperation between China and Pakistan and the construction of energy channels.Third, strengthen cultural exchanges and personnel exchanges between the two countries, laying the foundation for long-term friendship between the two countries.Finally, the two countries can strengthen cooperation on the international security level. China supports Pakistan's accession to the Shanghai Cooperation Organization in order to open up new points of cooperation between the two countries.The Chinese and Pakistani governments and people should treasure the hard-won close relationship between the two countries, take decisive measures to turn challenges into opportunities, and make due contributions to the development of China and Pakistan in the new era.
