中国对发展中国家整体外交与新南南合作——基于中非和中拉合作论坛视角的探讨

【摘要】：中非合作论坛与中拉合作论坛机制不仅属于1+N召集人模式,而且以深化经贸合作为起点和突破点,并逐步扩大合作范围。这两个论坛不但是连接全球化和区域化的桥梁,而且成为新南南合作的重要平台,有利于建立公正合理的国际新秩序,又能推动发展中国家的工业化,并提高发展中国家的国际话语权。但是新南南合作面临议程设置、域外力量干预、合作机制竞争等挑战。对于中国建构与发展中国家整体外交的模式,本文认为:应坚持互利共赢理念;在议题设置上应根据不同地区特点,区别对应并丰富合作内容;为减少外部干扰,应加强多边主义;为防止机制碎片化,应有效整合以形成合力;需创新合作模式,发挥各方积极性,既体现公平又保证效率。
[Abstract]:The forum of China Africa Cooperation Forum and China Latin America cooperation forum not only belong to the 1+N convener model, but also take the deepening of economic and trade cooperation as a starting point and breakthrough point, and gradually expand the scope of cooperation. These two forums are not only a bridge linking globalization and regionalization, but also a important platform for New South South cooperation, which is conducive to the establishment of a fair and reasonable new international rank. In order to promote the industrialization of developing countries and improve the international discourse power of developing countries, the New South South cooperation faces the challenges of agenda setting, extraterritorial intervention, and the competition of cooperation mechanism. According to the characteristics of different regions, we should distinguish the corresponding and enrich the cooperative content. In order to reduce the external interference, the multilateralism should be strengthened; in order to prevent the fragmentation of the mechanism, it should be effectively integrated to form a joint force; the mode of innovation and cooperation should be innovating and the enthusiasm of all parties should be brought into play, which embodies both fairness and efficiency.
