失落、忧惧和迷茫——日本学界眼中的国际秩序转型、中国战略走向和对华政策选择

【摘要】：近年来,日本对外战略逐渐发生以外向型的进攻姿态为主要偏好的重大转型,在此过程中,日本学界精英以其基于专业角度的观点阐发发挥了重要影响。对当今世界权力转移和中国崛起的问题,日本学者作出解读和预测的主导性范式是现实主义的权力转移和霸权周期交替理论,由此得出的安全、地位困境的观念认知和地缘政治想象,使他们对"历史终结于自由民主"将转化为"自由民主恐被终结"而深感失落和担忧,同时对中共十八大以来中国的战略转型和战略走向抱有极大的戒心和恐惧。然而,中国崛起的行为方式和中共十八大以后的外交理念创新又使他们无法忽视自由主义理论范式的合理价值和现实作用,从而导致在难以平衡对华多重角色认知的情况下,在对华政策选择上陷入了深深的迷茫和矛盾。
[Abstract]:In recent years, Japan's foreign strategy has gradually undergone a major transformation, in which extroverted offensive posture is the main preference. In this process, the Japanese academic elite has played an important role in the analysis of Japanese academic elite based on their professional point of view. With regard to the problem of power transfer in the world and the rise of China, the leading paradigm of Japanese scholars' interpretation and prediction is the theory of the alternation of power transfer and hegemonic cycle of realism. The perception of the dilemma of status and geopolitical imagination have made them deeply frustrated and worried that "history ends in liberal democracy" and that "liberal democracy" will be transformed into "free democracy is threatened to end". At the same time, the 18 th CPC National Congress of China's strategic transformation and strategic direction with great vigilance and fear. However, the rising behavior of China and the innovation of diplomatic ideas after the 18th National Congress of the Communist Party of China make it impossible for them to ignore the rational value and practical function of the liberal theoretical paradigm, which leads to the difficulty of balancing the recognition of multiple roles towards China. In the choice of China policy into a deep confusion and contradictions.
