全国文化信息资源共享工程资源建设模式及其保障机制研究

【摘要】：全国文化信息资源共享工程自2002年启动以来,在服务网络、数字资源、技术平台等方面都取得了丰硕成果。数字资源建设作为文化共享工程的核心内容,经过12年的发展已形成规模。截止2012年底,文化共享工程资源建设总量达到200.29TB,其中国家中心达44.21TB,各地达156.08TB,而该项成果与文化共享工程现有资源建设模式是分不开的。目前,文化共享工程资源建设采取从上向下的单向制建设模式,建设主体包括：国家中心、各省级分中心以及有建设能力的市县级支中心；建设方式主要有：自主建设、公开征集、网络采集、合作共建、行政调拨。伴随着新技术、新任务的出现以及人民群众不断增长的物质文化需求,现有的共享工程资源建设模式在实践过程中出现诸多问题。为了推进文化共享工程长效持久发展,人们开始探索共享工程资源建设的完善模式。本文通过文献调查、实地走访、网络电话调查等形式了解和掌握目前全国文化信息资源共享工程资源建设模式,运用内容分析法和对比分析法揭示现有文化共享工程资源建设模式的优势与缺陷之处。在国内外类似公益性项目资源建设相关经验的启示下,对现有的文化共享工程资源建设模式进行完善,并提出相应的保障机制。文章共分为六部分。第一部分：绪论。包括研究的背景与意义,国内的研究现状、研究的创新点与难点,基本思路与方法。第二部分：文化共享工程概述。简要介绍了文化共享工程、文化共享工程取得的成就及其社会意义。第三部分：文化共享工程资源建设模式。包括资源建设对文化共享工程发展的意义,现有资源建设模式,现有资源建设模式的优势之处及目前存在的问题等。第四部分：文化共享工程资源建设可以借鉴的同类经验。包括国内类似公益性项目介绍、国外类似公益性项目介绍以及对我国文化共享工程资源建设模式创新的启示。第五部分：文化共享工程资源建设模式的创新及其保障机制。包括文化共享工程资源建设模式的创新思路,新模式下国家中心、省级分中心、市县级支中心以及公众的职责,云计算技术在文化共享工程资源建设新模式创新中的应用、新模式的保障机制。第六部分：研究总结和前景展望。
[Abstract]:Since the national cultural information resource sharing project was launched in 2002, it has achieved fruitful results in the aspects of service network, digital resources, technology platform, etc. The construction of digital resources is the core content of the cultural sharing project.
