地方政府文化传播能力的现状与提升对策研究

【摘要】:提升地方政府文化传播能力是增强区域文化软实力的重要组成部分,是全面建成小康社会的内在要求,对培育和践行社会主义核心价值体系、改善公共文化服务、推进文化治理能力和治理体系现代化意义重大。从现实情况而言,地方政府文化传播能力还存在地方政府文化传播的供给能力不足、整合能力不强、传承能力较弱、引领能力不强、创新能力缺乏、竞争能力较弱等问题。从现有理论研究来看,针对公共文化服务体系、文化治理及文化体制改革等方面的研究较多,从人类文化学及传播学的角度出发,研究文化产业,文化与经济的关系,文化传播规律的著作也较为丰硕,但是鲜有研究成果关注地方政府文化传播能力提升这一重要命题。因而,立足我国全面建成小康社会及提高文化软实力的背景,根据我国地方政府文化传播能力的现状,对地方政府文化传播能力的有关内容进行研究,具有一定的现实意义和理论价值。文章通过理论研究对涉及到地方政府文化传播能力的相关理论进行了研究,厘清了地方政府文化传播能力的相关概念,为接下来的研究奠定了理论基础。在此基础上,通过实地访谈和文献分析法了解了近年来地方政府文化传播状况,在此基础上对地方政府文化传播能力的现状进行描述,找出存在的问题并分析原因。对比国外提升地方政府文化传播能力的实践,总结经验并提出提升我国地方政府文化传播能力的对策。文章共分为六个部分:第一章,导论。简要介绍了地方政府文化传播能力的研究背景及研究意义,国内外关于地方政府文化传播的研究综述及简要评述,介绍了本文的研究思路及主要内容,最后交代了本文的研究方法及可能的创新之处。第二章,地方政府文化传播能力的理论分析。对与地方政府文化传播能力相关的概念进行界定,从文化传播到地方政府文化传播再到地方政府文化传播能力,层层递进,并提出了提升地方政府文化传播能力的必要性与目标。第三章,地方政府文化传播能力的现状、问题及其原因分析。通过检索文献资料及实地访谈,了解当前中国地方政府文化传播能力的现状,提出问题,从制度、行政价值、与传播受众的关系、传播环境等方面展开分析,寻找原因。第四章,国外提升地方政府文化传播能力经验及启示。通过分析国外发达国家提升地方政府文化传播能力的实践,探索其提升地方政府文化传播能力的经验,并以此提出对我国的启示。第五章,提升地方政府文化传播能力的对策。在前四章的基础上,提出提升地方政府文化传播能力的对策。最后一个部分是结论和展望。
[Abstract]:It is an important part of enhancing the soft power of regional culture to enhance the cultural communication ability of local governments, which is the internal requirement of building a well-off society in an all-round way, and it is necessary to cultivate and practice the socialist core value system and improve the public cultural service.It is of great significance to promote the ability of cultural governance and the modernization of governance system.In reality, the local government's cultural communication ability still has some problems, such as insufficient supply capacity, weak integration ability, weak inheritance ability, weak leading ability, lack of innovation ability, weak competition ability, and so on.From the point of view of the existing theoretical research, there are more studies on the public cultural service system, cultural governance and cultural system reform. From the perspective of human culture and communication, the relationship between culture industry, culture and economy is studied.The works on the law of cultural communication are also abundant, but few research results focus on the important proposition of improving the cultural communication ability of local governments.Therefore, based on the background of building a well-off society in an all-round way and improving the soft power of culture in our country, according to the present situation of the cultural communication ability of our local government, the relevant contents of the cultural communication ability of the local government are studied.It has certain practical significance and theoretical value.Through the theoretical research, this paper studies the related theories of the local government's cultural communication ability, clarifies the related concepts of the local government's cultural communication ability, and lays a theoretical foundation for the following research.On this basis, through field interviews and literature analysis to understand the situation of cultural communication of local governments in recent years, on this basis to describe the current situation of the cultural communication capacity of local governments, to find out the existing problems and analyze the reasons.This paper compares the practice of promoting the cultural communication ability of local government abroad, sums up the experience and puts forward the countermeasures to promote the cultural communication ability of local government in our country.The article is divided into six parts: chapter one, introduction.This paper briefly introduces the research background and significance of the cultural communication ability of the local government, a summary and a brief review of the research on the cultural communication of the local government at home and abroad, and introduces the research ideas and main contents of this paper.Finally, the research methods and possible innovations of this paper are explained.The second chapter is the theoretical analysis of the cultural communication ability of local government.To define the concepts related to the cultural communication ability of local governments, from cultural communication to local government cultural communication and then to local government cultural communication ability, layers of progressive,It also puts forward the necessity and goal of improving the cultural communication ability of local government.The third chapter, the present situation, the problem and the reason analysis of the local government's cultural communication ability.By searching literature and field interviews, we can find out the present situation of Chinese local government's cultural communication ability, put forward some questions, analyze the relationship between the system, administrative value, communication audience, communication environment and so on, and find out the reasons.The fourth chapter, the foreign promotion local government culture dissemination ability experience and the enlightenment.By analyzing the practice of foreign developed countries in promoting the cultural communication ability of local governments, this paper probes into their experiences in promoting the cultural communication ability of local governments, and puts forward some enlightenment to our country.The fifth chapter, promote the local government culture dissemination ability countermeasure.On the basis of the first four chapters, the author puts forward the countermeasures to promote the cultural communication ability of local government.The last part is the conclusion and outlook.
