文化领域的“社会效益”概念及其应用

【摘要】：2015年9月中央印发《关于推动国有文化企业把社会效益放在首位、实现社会效益和经济效益相统一的指导意见》,《指导意见》明确提出要"建立健全确保国有文化企业把社会效益放在首位、实现社会效益和经济效益相统一"的"体制机制"与"考核评价标准"。文章认为,无论是为了彻底根治文化领域"社会效益软约束"现象,还是确保这个文件的切实执行,都需要系统梳理文化领域"社会效益"概念的源流,明确界定"社会效益"概念的内涵,而且只有相关文化部门准确把握社会效益内涵,才能出台"社会效益"评估的科学标准,才能确保《指导意见》能够执行到位,并从实质上提升国有文化企业服务"社会效益"的效能。
[Abstract]:In September 2015, the central government issued a document on promoting state-owned cultural enterprises to put social benefits first.Guiding opinions on realizing the Unification of Social and Economic benefits. The guiding opinion clearly states that "establishing and perfecting the social benefits of state-owned cultural enterprises should be put in the first place."Realizing the unity of social benefit and economic benefit "system mechanism" and "evaluation standard".The paper holds that whether it is necessary to thoroughly cure the phenomenon of "social benefits soft constraint" in the cultural field, or to ensure the practical implementation of this document, it is necessary to systematically comb the source of the concept of "social benefit" in the cultural field.The connotation of the concept of "social benefit" is clearly defined, and only when the relevant cultural departments accurately grasp the connotation of social benefit, can the scientific standard of "social benefit" evaluation be issued, and the "guiding opinion" can be carried out in place.And improve the effectiveness of state-owned cultural enterprises to serve the "social benefits" in essence.
