湖南省文化科技融合创新存在的问题与对策研究

【摘要】：随着知识经济的发展和信息技术的普及,文化科技融合创新已经成为增强自主创新能力、提高文化软实力、促进经济发展的重要形式。面对日趋激烈的国际经济竞争形势,党的十八大明确提出“促进文化和科技融合,发展新型文化业态,提高文化产业规模化、集约化、专业化水平”的发展战略。在深入贯彻实施十八大发展战略的背景下,《创新型湖南建设纲要》中也明确提出,将文化科技融合创新工程作为创新型湖南建设九大工程之一。以科技创新引领文化创新,以文化创新推动科技创新,指导湖南文化科技融合创新工作取得了丰硕成果,融合创新能力、创新平台、创新模式有了长足发展,为区域经济发展做出重要贡献。深入研究湖南文化科技融合创新,对于转变湖南经济发展方式具有重要的理论价值和实践意义。文化科技融合创新是一种面向需求的渐进式融合,通过文化科技各要素有效嵌入、耦合形成创新共生体,实现文化的科技化、科技的文化化。运用协同创新理论、竞争优势理论和内生增长理论,探讨文化科技融合创新对于推动企业改革发展、促进产业转型升级、增强自主创新能力和建设创新型国家的重要意义。基于湖南省文化与科技融合发展的问卷调查,对湖南省文化科技融合创新的现状、问题及原因进行系统分析,发现湖南文化科技融合创新的快速发展得益于政府的政策支持、组织协调和资金扶持,但也面临着资金不足、成果转化能力不足、资源共享机制和人才培养机制不健全等问题。湖南文化科技融合创新出现以上种种问题的原因主要是文化科技融合创新意识不够、激励约束机制和投融资机制不健全。根据问题及原因分析,湖南文化科技融合创新的提升策略可从空间布局、运行机制和保障体系三个方面着手,通过加强区域联动、产业集聚和园区建设来优化文化科技融合创新的空间布局,完善主体统筹协调机制、投融资机制、人才引进与培养机制和成果转化机制以改进文化科技融合创新的运行机制,健全文化科技融合创新的法律保障体系和政策保障体系,从而推动湖南经济社会有序发展。
[Abstract]:With the development of knowledge economy and the popularization of information technology, the integration and innovation of culture and science and technology has become an important form of strengthening independent innovation ability, enhancing cultural soft power and promoting economic development.In the face of the increasingly fierce international economic competition situation, the 18th National Congress of the Communist Party of China has clearly put forward the development strategy of "promoting the integration of culture and science and technology, developing new cultural forms, and improving the scale, intensive and specialized level of cultural industry".Under the background of the implementation of the development strategy of the 18th National Congress of the CPC, the outline for the Construction of Innovation-oriented Hunan also clearly puts forward that the project of cultural and scientific and technological integration and innovation should be regarded as one of the nine major projects in the construction of innovative Hunan.The scientific and technological innovation leads the cultural innovation, promotes the scientific and technological innovation with the cultural innovation, instructs the Hunan culture science and technology fusion innovation work has obtained the rich achievement, the fusion innovation ability, the innovation platform, the innovation pattern has made the considerable progress.To make important contributions to regional economic development.It is of great theoretical value and practical significance to study the integration and innovation of Hunan culture and science and technology for the transformation of Hunan's economic development mode.Cultural science and technology integration and innovation is a kind of gradual integration oriented to demand. Through the effective embedding and coupling of various elements of cultural science and technology, the innovation symbiont is formed, which realizes the culture of science and technology and the culture of science and technology.By using the theory of cooperative innovation, the theory of competitive advantage and the theory of endogenous growth, this paper probes into the significance of cultural and scientific and technological integration and innovation in promoting the reform and development of enterprises, promoting the transformation and upgrading of industry, enhancing the ability of independent innovation and building an innovative country.Based on the questionnaire survey on the development of culture and science and technology integration in Hunan province, the paper systematically analyzes the present situation, problems and reasons of culture and science and technology integration and innovation in Hunan Province, and finds that the rapid development of Hunan culture science and technology integration innovation benefits from the policy support of the government.Organization coordination and fund support, but also faced with insufficient funds, insufficient ability to transform results, resource sharing mechanism and talent training mechanism is not perfect and so on.The main reasons for the above problems are that the innovation consciousness of cultural science and technology fusion is not enough, the incentive and restraint mechanism and the mechanism of investment and financing are not perfect.According to the analysis of problems and reasons, the promotion strategy of Hunan culture and science and technology integration and innovation can be started from three aspects of space layout, operation mechanism and security system, through strengthening regional linkage,Industrial agglomeration and park construction to optimize the spatial layout of cultural and scientific and technological integration and innovation, to improve the main body coordination mechanism, investment and financing mechanism, talent introduction and training mechanism and achievement transformation mechanism to improve the operation mechanism of cultural and scientific and technological integration and innovation.Perfecting the legal and policy guarantee system of culture and science and technology integration and innovation, thus promoting the orderly development of Hunan's economy and society.
