南平市政府推动文化产业与旅游产业融合发展研究

【摘要】：旅游产业与文化产业并不是完全独立的,存在相互依赖、促进的关系。旅游产业与文化产业的融合发展过程,实质上是文化资源通过旅游形式不断开发展现,旅游资源通过附加文化元素不断提升内容的过程。当前党中央提出五位一体总体布局,要求贯彻五大理念,而福建省作为国家生态文明试验区,研究如何促进文化产业和旅游产业融合发展至关重要。本文着重讨论文化产业和旅游产业的融合发展,选取了福建省历史文化底蕴深厚、自然旅游资源丰富的南平市为研究对象,实地走访了南平部分县(市、区)相关政府部门、企业和景区,了解目前文化产业和旅游产业融合发展现状,运用案例分析法,分析探讨南平市在促进文化产业和旅游产业融合发展的做法与不足,提出了基础设施建设不到位、政策配套不到位、推动产业发展不到位、市场引导不到位、人才培育引进不到位等五个问题,尝试对进一步推进文化产业和旅游产业融合发展提出具体措施和建议。全文构架首先是说明了本论文的研究目的、理论及实践意义、陈述了本文研究思路和具体步骤、创新点等,以及涉及到的理论概念等,为研究南平市政府促进文化产业与旅游产业的融合发展提供理论基础;其次通过研究分析了南平市文化产业与旅游产业融合发展状况,并基于南平市典型案例分析,对南平市在促进文化产业与旅游产业融合发展发挥的作用进行研究;最后根据案例中分析得出的不足,提出南平市促进文化产业和旅游产业融合发展的思路和对策,提出了要补齐基础设施不足的短板,构建优良的发展环境;致力创新体制机制,转变政府职能;加大扶持力度,实施项目带动;引导产业链延伸,增强产业集聚能力;加强人才建设和倡导文明旅游,实现可持续发展等5条具体对策。
[Abstract]:Tourism industry and cultural industry are not completely independent, there is a relationship of interdependence and promotion. The process of integration and development of tourism industry and cultural industry is essentially a process of continuous development and display of cultural resources through tourism forms and promotion of tourism resources through the addition of cultural elements. At present, the CPC Central Committee has put forward the overall layout of "five in one", which requires the implementation of five major concepts. As a national ecological civilization experimental area, it is very important for Fujian Province to study how to promote the integration and development of cultural industry and tourism industry. This paper focuses on the integration and development of cultural industry and tourism industry, selects Nanping City, which has profound historical and cultural heritage and rich natural tourism resources, as the research object, and visits some relevant government departments of counties (cities and districts) in Nanping on the spot. Enterprises and scenic spots to understand the current situation of cultural industry and tourism industry integration and development, using case analysis, to analyze and discuss the Nanping City in promoting the integration of cultural industry and tourism industry development practices and shortcomings, put forward that the infrastructure construction is not in place. This paper tries to put forward concrete measures and suggestions to further promote the development of cultural industry and tourism industry. First of all, it explains the purpose, theory and practical significance of this paper, describes the research ideas and specific steps, innovation points, as well as the related theoretical concepts, etc. It provides a theoretical basis for the study of Nanping municipal government to promote the integration of cultural industry and tourism industry. Secondly, it analyzes the development of cultural industry and tourism industry in Nanping city, and based on the typical case study of Nanping city, it analyzes the situation of the integration of cultural industry and tourism industry in Nanping city. This paper studies the role of Nanping city in promoting the integration of cultural industry and tourism industry. Finally, according to the shortcomings of the case analysis, the paper puts forward the ideas and countermeasures to promote the integration development of cultural industry and tourism industry in Nanping city. The paper puts forward that we should make up the shortage of infrastructure, build a good development environment, innovate the system mechanism, transform the government function, strengthen the support, implement the project drive, guide the extension of the industrial chain and strengthen the ability of industrial agglomeration. Strengthen talent construction, advocate civilized tourism, realize 5 concrete countermeasures such as sustainable development.
