福建省农村公共文化基础设施供需研究

【摘要】：“三农”问题是我国社会主义新农村建设过程当中的重点和难点问题,农村公共文化基础设施则是我国公共文化建设中的重要组成部分。加强农村的公共文化基础设施建设,不仅有利于满足广大农村居民日益增长的精神文化需求,同时也有利于提升农村居民的整体文化素养,促进农村的和谐与稳定,推进农村社会的繁荣发展。基于公共产品理论和新公共服务理论,本文以福建省农村地区作为研究对象,通过问卷调查和访谈的调查取得的387份问卷,对福建省农村公共文化设施的供需情况进行实证调查。采用描述性统计法和PCA主成分分析法对供给现状进行分析,发现其中问题包括:建设脱离相关标准、硬件设施和配套设施建设不完善、人才队伍建设落后、文化活动开展情况不乐观、资金投入不足并针对农村居民需求层面,采用聚类分析法和和Logistic回归模型对福建省的农村公共文化基础设施的需求偏好及需求的影响因素进行了分析,得出7个影响因素,分别是:受教育程度、家庭总收入、公共文化基础设施环境、种类、数量和新旧程度,并提出了建立和完善农村公共文化基础设施的供需制度、加挖掘农村特色文化,加强人才队伍建设、加大建设投入,提高使用效率等相关建议。
[Abstract]:The problem of "agriculture, countryside and farmers" is an important and difficult problem in the construction of new socialist countryside in China, and the rural public cultural infrastructure is an important part of the construction of public culture in our country. Strengthening the construction of rural public cultural infrastructure is not only conducive to meeting the growing spiritual and cultural needs of rural residents, but also conducive to promoting the overall cultural literacy of rural residents and promoting harmony and stability in rural areas. We will promote the prosperity and development of rural society. Based on the theory of public goods and new public service, this paper takes the rural areas of Fujian Province as the research object, through the questionnaire survey and interviews, 387 questionnaires, This paper makes an empirical investigation on the supply and demand of rural public cultural facilities in Fujian Province. Descriptive statistics and PCA principal component analysis are used to analyze the present situation of supply. The problems include: the construction is divorced from the relevant standards, the construction of hardware facilities and supporting facilities is not perfect, and the construction of talent team is backward. The development of cultural activities is not optimistic, the funds are insufficient and targeted at the needs of rural residents, Cluster analysis and Logistic regression model were used to analyze the demand preference of rural public cultural infrastructure and the influencing factors of demand in Fujian province. The environment, types, quantity and new and old level of public cultural infrastructure are proposed to establish and perfect the supply and demand system of rural public cultural infrastructure, to tap rural characteristic culture, to strengthen the construction of talents, and to increase investment in construction. Improve the use of efficiency and other related recommendations.
