代表性、政治化与商业开发导向:关于教科文组织“非遗”名录机制的若干思考

【摘要】：自2008年开始实施至今,联合国教科文组织非物质文化遗产代表作名录机制出现了诸多问题。这些问题以申报中的政治化和商业开发导向为代表,严重违背了教科文组织制定该机制的初衷。实际上,问题的根源在于代表作名录机制下的"代表性"这一关键词在释义上一直处于模糊状态,在很大程度上导致了《保护非物质文化遗产公约》缔约国的国内各方能够利用该机制实现其政治、外交和商业等方面的利益诉求。教科文组织的相关负责人和一些国外学者对此已经从"去政治化"和"去利益化"的思路出发,构想对这一名录机制进行"维基百科"式的改革。然而从可操作性的角度出发,由缔约国将各自国家的非遗清单翻译为法文或英文后提交到教科文组织非遗领域的网络公共平台,并定期更新,则不失为一种有益的思路。
[Abstract]:Since its implementation in 2008, there have been many problems in the list of Intangible Cultural Heritage (Intangible Cultural Heritage) system of the United Nations Educational, Scientific and Cultural Organization (UNESCO). These issues are represented by the politicization and commercial development orientation of the declaration, which is seriously contrary to the original intention of UNESCO to develop the mechanism. In fact, the root of the problem lies in the fact that the key word "representativeness" under the representative list mechanism has always been ambiguous in its interpretation. To a large extent, the domestic parties to the Convention for the Protection of the Intangible Cultural Heritage have been able to use the mechanism to achieve their political, diplomatic and commercial interests. The relevant officials of UNESCO and some foreign scholars have started from the idea of "depoliticization" and "debenefitzation", and have proposed to carry out the Wikipedia-style reform of this directory mechanism. However, from the point of view of maneuverability, it is a useful idea for the States parties to translate the non-legacy list of their respective countries into French or English and submit it to the UNESCO network public platform in the field of non-legacy and update it regularly.
