西安公共文化服务体系建设策略研究

【摘要】：公共文化服务体系是指在社会主义核心价值体系指引下，以保障公民基本文化权益为出发点，通过政府主导、社会参与的方式，满足公民基本文化需求的一系列制度安排。建设公共文化服务体系，是我国现代公共服务型政府的基本职责和内在要求。对于西安地区而言，建设公共文化服务体系的综合优势尤其突出。特别是伴随着新时期国家深入推进西部大开发、建设关中—天水经济区、建设西安国际化大都市、建设丝绸之路经济带等重大战略的有序开展，西安建设公共文化服务体系的外在条件日趋成熟。因此，如何从建设富有历史文化特色的国际化大都市高度，挖掘、整合西安的文化资源与文化特色，，进而构建既能满足西安“文化都市”的建设目标、又能彰显西安国际化情怀的公共文化服务体系，成为时代赋予我们的重要课题。本课题在系统梳理公共文化服务体系的相关概念和理论基础的基础上，深入分析西安公共文化服务体系建设的基本构成、主要成果和现存问题，并综合借鉴国内外发达国家和地区开展公共文化服务实践的经验，围绕西安公共文化服务体系建设的客观定位，形成了西安公共文化服务体系建设的基本策略，以期建构起独具西安历史文化特色的公共文化服务体系，进而为西安整体成为国家公共文化服务体系示范区准备条件。
[Abstract]:The public cultural service system refers to a series of institutional arrangements under the guidance of the socialist core value system to protect the basic cultural rights and interests of citizens and to meet the basic cultural needs of citizens through the way of government leading and social participation. Constructing public cultural service system is the basic duty and internal requirement of our modern public service government. For Xi'an region, the comprehensive advantage of constructing public cultural service system is especially prominent. In particular, with the development of major strategies in the new period, such as the country's in-depth promotion of the large-scale development of the western region, the construction of the Guanzhong Tianshui Economic Zone, the construction of an international metropolis in Xi'an, and the construction of the Silk Road economic belt, The external conditions for the construction of public cultural service system in Xi'an are maturing day by day. Therefore, from the perspective of constructing an international metropolis with historical and cultural characteristics, how to excavate and integrate the cultural resources and cultural characteristics of Xi'an, and then to construct a cultural city that can meet the construction objectives of Xi'an "cultural city", The public cultural service system, which can highlight Xi'an 's internationalization feelings, has become an important subject entrusted to us by the times. On the basis of systematically combing the related concepts and theoretical basis of the public cultural service system, this paper deeply analyzes the basic structure, main achievements and existing problems of the construction of Xi'an public cultural service system. Based on the experience of developing public cultural service in developed countries and regions at home and abroad, and the objective orientation of the construction of Xi'an public cultural service system, the basic strategies for the construction of Xi'an public cultural service system are formed. The purpose of this paper is to construct a public cultural service system with unique historical and cultural characteristics of Xi'an, and to prepare Xi'an as a whole as a demonstration area of national public cultural service system.
