四川省文化产业的金融支持体系研究

【摘要】：中国经济步入新常态,宏观经济下行,“一带一路”战略的实施都为文化产业带来了空前未有的发展机遇,要将文化产业作为国民支柱性产业发展。随着国家政策红利的进一步明确,文化消费市场的前景更加广阔,文化产业迎来了黄金发展时期。文化金融是文化产业不断纵深发展的结果。金融作为现代经济的核心和运行的“血液”,鼓励金融为文化产业输血,在广度上和深度上加大金融业对文化产业的支持力度,助推金融资本和文化产业深层次对接。文化金融合作发展已成为经济社会发展的必然趋势,有利于国家深化文化体制改革、调整产业结构,增强国家文化软实力。四川省作为文化资源大省,提出建立文化强省的战略规划。本文立足于四川省文化产业发展的具体省情,在十二五期间,四川省的文化建设保持高速增长,金融支持方式逐渐多样化,然而基于主体的角度考虑还存在着掣肘。因此进入十三五时期,缓解文化融资需求和金融供给之间的矛盾,构建一个基于省情的文化产业的金融支持体系有着重大意义。本文试图从主体视角构建这一体系,力图推动地方文化产业的持续健康发展。
[Abstract]:China's economy has entered into the new normal, the macro-economy has declined, and the implementation of the "Belt and Road" strategy has brought unprecedented opportunities for the development of the cultural industry, which should be regarded as the pillar industry of the nation. With the further clarification of the national policy dividend, the prospect of the cultural consumption market is wider, and the cultural industry ushered in the golden development period. Cultural finance is the result of the continuous development of cultural industry. As the core of modern economy and the "blood" of modern economy, finance is encouraged to inject blood into cultural industry, to strengthen the support of financial industry to cultural industry in breadth and depth, and to promote financial capital and cultural industry to connect with each other deeply. The development of cultural and financial cooperation has become an inevitable trend of economic and social development, which is conducive to deepening the cultural system reform, adjusting the industrial structure and strengthening the soft power of national culture. Sichuan Province, as a large province of cultural resources, put forward the strategic plan of establishing a strong cultural province. This paper is based on the specific provincial situation of the cultural industry development in Sichuan Province. During the 12th Five-Year Plan period, the cultural construction in Sichuan Province maintained a rapid growth, and the financial support methods gradually diversified. However, there are still constraints based on the perspective of the subject. Therefore, it is of great significance to ease the contradiction between cultural financing demand and financial supply and to build a financial support system of cultural industry based on provincial conditions in the 13th Five-Year Plan period. This paper tries to construct this system from the perspective of subject, and try to promote the sustainable and healthy development of local cultural industry.
