公共政策导向的中国文化福祉评价分析

【摘要】:生活质量研究是社会发展到一定阶段的产物。二十世纪八十年代以来,作为一个新兴的社会科学研究领域,学术研究界出现大量以“生活质量”为内容的调查、研究;社会生活领域有关“生活质量”的各种相关宣传和用作商业用途的统计调查也不断涌现。无论从科学研究的角度,还是从政策发展的视角,“生活质量”近年来都呈现出迅猛发展的态势。 文化的重要地位和作用决定了将文化福祉纳入居民生活质量综合评价体系是题中应有之义。社会的高度发展要求人们必须站在一个比以往更高的层次上来衡量社会的发展程度以及生活质量的状况。本文即是结合“十二五”规划契机,依托山东大学“中国城乡居民生活质量综合指标体系研究”课题已有研究成果,在统计分析“十一五”期间中国居民文化生活数据资料的基础上,对原有文化福祉指标体系进行修正和应用,旨在通过对2006-2010年间的文化生活具体指标的量化统计分析,从公共政策的角度,评价比较中国居民文化需求保障状况和满足程度,并选取代表性省份作为例证,衡量各地区的文化发展水平,探求公共政策同文化福祉之间的内在联系,从而更好地了解现有文化政策实施现状,收集文化政策实施反馈信息,发现政策盲点和“弱项”,分析其中的问题,并尝试提出增进中国文化福祉的公共政策建议。 本论文可分为三部分,共5章。 首先,第1章和第2章介绍文化福祉公共政策分析的选题背景,从社会指标功能角度阐明选题研究意义与价值。通过搜集整理相关文献资料形成文献综述,进一步阐述选题的研究现状。在归纳课题组已有研究成果基础上,该部分还简要介绍了文化福祉指标筛选原则和过程,说明修正指标。通过对统计数据无量纲化、主成分分析、加权等加工处理,最终形成文化福祉评价公式。 其次,第3章和第4章应用文化福祉评价公式分别从居民文化生活整体状况,教育水平和文化休闲资源等三方面对我国不同层次的文化福祉进行测试,并从公共政策视角,对中国文化福祉测评结果就整体发展趋势、区域层面、省际层面作出具体评价,从而衡量和比较各地区文化发展和建设的水平,分析其中存在的问题。 最后,第5章针对第二部分存在的问题,分别从教育水平和文化休闲资源两方面提出相关公共文化政策建议,以期促进文化福祉提升和发展建设水平。
[Abstract]:Quality of life research is the product of social development to a certain stage. Since the eighties of the 20th century, as a new field of social science research, a large number of "quality of life" investigation and research have appeared in academic research field. Social life related to the "quality of life" related publicity and commercial use of statistical surveys are also emerging. Whether from the angle of scientific research or from the perspective of policy development, the quality of life has developed rapidly in recent years. The important position and function of culture determines that it is necessary to integrate cultural well-being into the comprehensive evaluation system of residents' quality of life. The high development of society requires people to measure the degree of social development and the quality of life at a higher level than ever before. This paper combines the opportunity of the 12th Five-Year Plan, relying on the research results of Shandong University "Comprehensive Index system of quality of Life of Chinese Urban and Rural residents". Based on the statistical analysis of the data of Chinese residents' cultural life during the 11th Five-Year Plan period, the original index system of cultural well-being is revised and applied in order to make a quantitative statistical analysis of the specific indicators of cultural life between 2006 and 2010. From the perspective of public policy, this paper evaluates and compares the status and satisfaction of Chinese residents' cultural needs, and selects representative provinces as an example to measure the level of cultural development in various regions, and to explore the internal links between public policies and cultural well-being. In order to better understand the current situation of cultural policy implementation, collect feedback information, find blind spots and "weaknesses" of the policy, analyze the problems, and try to put forward public policy recommendations to promote the cultural well-being of China. This paper can be divided into three parts, a total of five chapters. First, chapter 1 and chapter 2 introduce the background of the public policy analysis of cultural well-being, and illustrate the significance and value of the research from the perspective of social indicators. Through collecting and collating relevant literature to form a literature review, further expatiate the research status of topic selection. On the basis of summarizing the existing research results of the research group, this part also briefly introduces the selection principles and processes of cultural well-being indicators, and explains the revised indicators. By processing statistical data dimensionless, principal component analysis and weighting, a formula for evaluating cultural well-being is formed. Secondly, in Chapter 3 and Chapter 4, the different levels of cultural well-being of our country are tested from three aspects: the overall situation of the residents' cultural life, the educational level and the cultural leisure resources, respectively, and from the perspective of public policy. The evaluation results of Chinese cultural well-being are evaluated on the overall development trend, regional level and inter-provincial level, so as to measure and compare the level of cultural development and construction in various regions, and analyze the existing problems. Finally, the fifth chapter aims at the problems in the second part, respectively from the education level and cultural leisure resources two aspects of the relevant public cultural policy recommendations, in order to promote cultural well-being and promote the development of the level of construction.
