徽文化传统中治理理念的当代转型研究

【摘要】：传统政治文化,发轫于夏商周,源远流长历经千年,近现代以来虽历经种种冲击,但影响深远。当今的发展也迫切需要日益融入更加积极的文化成分和观念要素,并找到与徽州政治发展现状相容的成分。这就要求政治文化的构建拥有足够的政策文化基础,从而能构建稳定而明确的体系文化。徽州地区理性面对传统政治文化并从中寻求支持,是当今构建城乡基层治理中政治文化的重要途径。政府要变革治理方法,提高治理途径,首先要变革的就应是治理理念。理念的善恶会决定国家的前途和命运,关系政治的稳定和经济的发展。理念的创新是之后范式创新的基础。而我国政府治理理念受传统的因素影响制约,难以适应当下的各种浪潮,因此,提高政府治理理念转型势在必行。本文主要针对徽文化传统中的治理理念的管理模式,探讨治理理念转型必要性,进而分析促进治理中人本、务实的根本理念、德法并重的基本理念、兼容并包的主体理念、职能转变与居民自治的管理理念、求“中”的平衡理念、政府与市场的有机结合的顶层设计理念和社会组织去行政化的结构理念来揭示治理转型的具体路径。
[Abstract]:Traditional political culture, originated in Xia, Shang and Zhou dynasties, has a long history of thousands of years. Today's development also needs to integrate more positive elements of culture and ideas, and find elements compatible with the current situation of political development in Huizhou. This requires the construction of political culture to have sufficient policy culture foundation, so as to build a stable and clear system culture. The rational face of traditional political culture in Huizhou area and seek support from it is an important way to construct political culture in urban and rural grass-roots governance. The government wants to change the method of governance, improve the way of governance, the first thing to change is the concept of governance. The concept of good and evil will determine the future and destiny of the country, political stability and economic development. The innovation of idea is the foundation of the innovation of later paradigm. However, the concept of government governance in our country is restricted by the traditional factors, so it is difficult to adapt to the current tide. Therefore, it is imperative to improve the transformation of the concept of government governance. This paper aims at the management mode of governance idea in Hui culture tradition, probes into the necessity of transformation of governance idea, and then analyzes the fundamental idea of promoting the humanism and pragmatism in governance, the basic idea of equal emphasis of Germany and France, the subject idea of inclusive inclusion. The management concept of function transformation and resident autonomy, the balanced idea of "middle", the top-level design idea of organic combination of government and market, and the structure idea of social organization deadministrating to reveal the concrete path of governance transformation.
