基于公民文化权益的我国公共文化服务绩效评估研究

【摘要】:加强公共文化服务体系建设,提供高质量的公共文化产品,是保障公民文化权益,建设文化强国,实现中华民族伟大复兴中国梦的重要举措。为了保障公民的文化权益,履行政府职能,一些地方政府开展了公共文化服务绩效评估工作,但是还没有形成以落实公民文化权益为根本的制度化的评估体系。因此,本文基于公民文化权益的视角,以全国31个省市自治区作为分析对象,对我国公共文化服务的绩效评估进行理论与实证研究。 首先,本研究对文化权益以及绩效评估相关的理论与实践进行梳理与研究,具体在理论上包括文化权益、公共文化服务等研究评述以及新公共服务、公民权利、公共治理等相关理论,在实践上包括英国、美国等国外以及国内的绩效评估实践;其次,基于“投入-过程-产出-结果”政府绩效评估的评估模型框架,结合公民文化权益的内容构建了公共文化服务绩效评估模型;再次,在绩效评估模型基础上,本文通过对公共文化服务以及公民文化权益内容的分析确立了公共文化服务绩效评估的内容,完成了公共文化服务绩效评估的初步理论与指标体系构建。复次,为了提高指标体系的信度与效度,本文采用隶属度分析、相关性分析、鉴别力分析对该指标体系进行实证筛选,得到内容上更为精简、结构上更为合理的我国公共文化服务指标体系。最后,本文综合利用因子分析法与层次分析法,应用构建的指标体系对全国各省级地区公共文化服务状况进行了实证分析与描述,并且通过功效系数法、聚类分析等方法对各地区保障公民文化权益的各项公共文化服务的绩效指数进行比较与分析,进而得出研究结论并提出具有针对性的对策建议。
[Abstract]:Strengthening the construction of public cultural service system and providing high-quality public cultural products is an important measure to protect the cultural rights and interests of citizens, to build a strong cultural power and to realize the great rejuvenation of Chinese Dream of the Chinese nation. In order to protect the cultural rights and interests of citizens and perform the functions of the government, some local governments have carried out the performance evaluation of public cultural services, but there has not been an institutionalized evaluation system based on the implementation of the cultural rights and interests of citizens. Therefore, based on the perspective of citizens' cultural rights and interests, this paper makes theoretical and empirical research on the performance evaluation of public cultural services in China, taking 31 provinces and autonomous regions as the object of analysis. First of all, this study combs and studies the theories and practices related to cultural rights and performance evaluation, including theoretical review of cultural rights and interests, public cultural services and new public services, civil rights, etc. In practice, the theories of public governance include the performance evaluation practices of the United Kingdom, the United States and other countries as well as at home. Secondly, the evaluation model framework based on the "input-process-output-result" government performance evaluation model. Combining the content of citizen's cultural rights and interests, this paper constructs the performance evaluation model of public cultural service. Thirdly, on the basis of the performance evaluation model, Based on the analysis of the content of public cultural service and citizen's cultural rights and interests, this paper establishes the content of public cultural service performance evaluation, and completes the preliminary theory and index system construction of public cultural service performance evaluation. Again, in order to improve the reliability and validity of the index system, this paper adopts membership analysis, correlation analysis and discriminant analysis to screen the index system. A more reasonable index system of public cultural service in China. Finally, this article synthetically uses the factor analysis method and the analytic hierarchy process, applies the constructed index system to carry on the demonstration analysis and the description to the public cultural service condition of each provincial area of the country, and through the efficiency coefficient method, Cluster analysis and other methods to ensure the cultural rights and interests of citizens in various areas of the performance index of public cultural services are compared and analyzed, and then the conclusion of the study and put forward targeted countermeasures and suggestions.
