推动郑州公益文化设施建设的对策研究

【摘要】：公益文化是在满足人民物质生活的基础上进一步为他们提供高于基本生理需求的更高层面的文化满足,提升他们的精神文化生活。除了兴建公益文化设施,满足公民的文化权益外,还要不断对它们进行改进和完善,尽可能的做到充分为民所用,让这些文化设施发挥最大效用。本文立足于郑州市公益文化设施建设与使用现状,分析其存在的问题及原因,提出提高社会民众利用设施率、改革财政投入机制和改进公共设施管理体制等策略,以期提升郑州公益文化设施建设水平。
[Abstract]:On the basis of satisfying the people's material life, the public welfare culture provides them with a higher level of cultural satisfaction than the basic physiological needs, and promotes their spiritual and cultural life. In addition to the construction of public cultural facilities to meet the cultural rights and interests of citizens, but also to continue to improve and improve them, as far as possible to fully use for the people, let these cultural facilities play the greatest role. Based on the present situation of construction and use of public welfare cultural facilities in Zhengzhou, this paper analyzes the existing problems and causes, and puts forward some strategies such as increasing the utilization rate of public facilities, reforming the financial investment mechanism and improving the management system of public facilities. With a view to improving the level of construction of public welfare cultural facilities in Zhengzhou.
