A区公共文化服务体系建设存在的问题及对策研究

【摘要】：党的十六届三中全会的《中共中央关于完善社会主义市场经济体制若干问题的决定》中明确的指出，经济调节、社会管理、市场监管、公共服务是现代政府的主要职能，这次明确地将公共服务作为政府职能提了出来，标志着我国管理型政府逐渐的向服务型政府转变。公共文化服务作为公共服务中的一项重要内容。是指公共部门为保障公民的基本文化权益，向公民提供的公共文化产品和服务的制度和系统的总称。维护社会公平正义，保障人民群众的基本文化权益是公共文化服务体系建设的出发点和最终目标，贯穿于公共文化服务体系建设的始终。 论文从公共文化服务的概念出发，概述A区公共文化服务体系建设的现状，包括政府投入、硬件设施建设、软件建设等。接着系统地阐述了A区公共文化服务体系建设中凸显出来的表面繁荣现象、流于形式的基层公共文化项目以及无序的公共文化投入给地方文化建设造成影响等问题，并深入分析存在这些问题的原因，一是不完善的公共文化服务政策，二是公共文化服务体系建设中的政府行为错位，三是公共文化服务体系建设中的群众主体意识的缺位，四是影响公共文化服务体系建设中投入和管理问题突出。针对上述问题及问题产生的原因，本文根据中央政府和地方政府分职能分工，分近期、远期两方面给出应对策略。近期地方政府应该从加大政策宣传力度和信息透明度，维护群众文化权利、建立科学的人力资源动员保障体系，聚焦社会力量参与文化建设、建立科学规范的公共文化服务绩效评估体系等方面，努力作出改变和调整；远期就是中央和省政府应该在规范公共文化服务体系投入管理、完善公共文化政策法规，加快政策调整适应社会发展、加快旧有体制改革等方面，，来下功夫对公共文化服务体系建设进行完善。 论文没有像大多数文献或者政府报告那样回避现实，作者通过在基层的公共文化服务体系建设的工作中看到和掌握的现象，梳理出文中观点，真实的反映出当前地方在推进公共文化建设中普遍存在的问题，文中对策也是在工作中的尝试和思考解决问题后概括出来的想法，或者这些思考能给政策制定者一些有益的参考。
[Abstract]:In the decision of the CPC Central Committee on perfecting the Socialist Market economy system at the third Plenary session of the 16th CPC Central Committee, it is clearly pointed out that economic regulation, social management, market supervision and public service are the main functions of the modern government. This time, the public service has been clearly put forward as a government function, marking the gradual transformation from a management-oriented government to a service-oriented government in China. As an important part of public service, public cultural service is an important part of public service. It refers to the system and system of public cultural products and services provided to citizens in order to protect the basic cultural rights and interests of citizens. Safeguarding social fairness and justice and ensuring the basic cultural rights and interests of the people is the starting point and ultimate goal of the construction of the public cultural service system, which runs through the construction of the public cultural service system. Based on the concept of public cultural service, this paper summarizes the present situation of the construction of public cultural service system in area A, including government investment, hardware facilities construction, software construction and so on. Then it systematically expounds the superficial prosperity in the construction of the public cultural service system in area A, the influence of the public cultural projects at the grass-roots level and the disorderly public cultural input on the local cultural construction, and deeply analyzes the causes of these problems, one is the imperfect public cultural service policy, the other is the dislocation of the government behavior in the construction of the public cultural service system. The third is the absence of mass subject consciousness in the construction of public cultural service system, and the fourth is the outstanding problems of investment and management in the construction of public cultural service system. In view of the above problems and the causes of the problems, this paper gives the countermeasures according to the division of functions between the central government and the local government, divided into short-term and long-term aspects. In the near future, local governments should strive to make changes and adjustments from the aspects of increasing policy propaganda and information transparency, safeguarding the cultural rights of the masses, establishing a scientific human resources mobilization guarantee system, focusing on the participation of social forces in cultural construction, and establishing a scientific and standardized performance evaluation system for public cultural services. In the long run, the central and provincial governments should make great efforts to perfect the construction of the public cultural service system in the aspects of standardizing the input management of the public cultural service system, perfecting the public cultural policies and regulations, speeding up the policy adjustment to adapt to the social development, speeding up the reform of the old system, and so on. The paper does not avoid reality like most literature or government reports. Through the phenomena seen and mastered in the construction of the public cultural service system at the grass-roots level, the author combs out the viewpoints in the article, which truly reflects the common problems existing in the promotion of public cultural construction in the current places, and the countermeasures in this paper are also summed up after trying and thinking about solving the problems in the work. Or these thoughts can give policymakers some useful reference.
