公共文化政策研究的知识脉络

【摘要】：文化研究如何在政策导向下进行理论化研究?作为一种跨学科领域追问,文化研究已经对文化政策显示出相当大的兴趣,在审美实践的意义上来说,这是挑战主流思想的。然而实际参与的包括政策分析和政策制定在内的文化政策,相比较而言,其所受局限性在于,可能是由于一种过度严谨的纯粹性,以及对卷入制度过程的质疑。"文化政策研究"是一个混存概念,是由米歇尔·福柯所激活的思想学派提出来的,是为了致力于在批判性分析与文化政策导向之间,建立域内更加强有力的关系。这个预期的未来议程,需要从社会学和文化理论的角度,去缜密反思文化政策实践及其潜在意义,这是在此讨论的两条主线。一方面,福柯理论及其密切关联的"认知位移",与后结构主义和后现代主义有关;另一方面,哈贝马斯理论中,其不断信誓旦旦的"现代性未竟事业"观点,已经对传播政策的批判分析产生了影响。这些虽然不同但并非完全不相称的理论框架,可以使人们意识到解读文化及其政策的迫切事态。这种理论也提供了一种工具,从而更加直接地对那些政策制定者、政策执行者以及理解其所作为的政策质疑者进行厘清。因此,文化政策研究,在这两种截然不同的理论下讨论,不仅对于理论家和文化分析家来说带来了新的可能性,对于文化政策执行机构而言同样如此。
[Abstract]:How to carry on the theoretical research under the policy guidance? As an interdisciplinary field, cultural research has shown considerable interest in cultural policy, which challenges the mainstream thought in the sense of aesthetic practice. However, the limitations of cultural policies, including policy analysis and policy formulation, are that they may be due to an overly rigorous pureness and doubts about involvement in the institutional process. " Cultural policy research is a mixed concept, which was put forward by the school of thought activated by Michelle Foucault in order to establish a stronger relationship between critical analysis and cultural policy orientation. This expected future agenda needs to carefully reflect on the practice of cultural policy and its potential significance from the perspective of sociology and cultural theory, which are the two main lines discussed here. On the one hand, Foucault's theory and its closely related "cognitive displacement" are related to post-structuralism and postmodernism; on the other hand, Habermas theory has had an impact on the critical analysis of communication policy. These different but not completely inappropriate theoretical frameworks can make people aware of the urgent state of interpretation of culture and its policies. The theory also provides a tool to clarify policy makers, policy implementers and policy sceptics who understand what they are doing more directly. Therefore, cultural policy research, discussed under these two very different theories, brings new possibilities not only to theorists and cultural analysts, but also to cultural policy enforcement agencies.
