中美国家艺术基金制度的运作模式与效果——基于比较政策学视角的分析

【摘要】：国家艺术资助制度是中美两国扶持文化发展的关键性制度设计,是文化领域公共政策的重要发力点。中美国家艺术基金制度政策目标类似,但两国国情迥异,现阶段面临的挑战也不尽相同,因而在运行方式上既有相近,又有差别。中美均奉行政府文化干预,但美国实现了市场与政府机制的交叉作用,且在不同阶段实施差异化的政策范式,实现了公共政策的有效协同。中国国家艺术基金制度至今已运行三年,及时总结经验教训,有助于提升我国国家艺术基金制度的运作水平,强化政策效果,促进我国文化繁荣。
[Abstract]:The national art funding system is the key system design to support cultural development in China and the United States, and it is also an important driving force of public policy in the field of culture. The policy objectives of the national art fund system between China and the United States are similar, but the national conditions of the two countries are very different, and the challenges faced by the two countries are not the same at this stage, so there are both similar and different operation modes. Both China and the United States pursue the intervention of government culture, but the United States realizes the intersection of market and government mechanism, and implements the differentiated policy paradigm in different stages, and realizes the effective coordination of public policy. The national art fund system of China has been in operation for three years. Summing up the experience and lessons in time is helpful to improve the operation level of the national art fund system, strengthen the policy effect and promote the cultural prosperity of our country.
