亚投行设立对人民币国际化的促进机制与策略研究

【摘要】：近几年,人民币国际化持续稳步推进,各个领域取得了重大进展:经常项目和对外直接投资人民币结算金额不断上升,离岸人民币市场进一步拓展,人民币资本项目可兑换进一步发展,人民币加入特别提款权(SDR)货币篮子。但是,2015年第四季度以来,受人民币贬值和外汇储备减少的影响,人民币国际化的步伐变得缓慢,有些指标甚至呈下降的趋势。在这样的背景下,亚投行的成立为人民币国际化提供了一个新的突破口。作为由中国主导的国际性多边金融机构,亚投行的主要业务是投资亚洲地区国家的基础设施建设,以及服务于“一带一路”建设,亚投行在正式运营以后,将发挥自己在融资方面的优势,以贷款和援助的方式为亚洲基础设施及“一带一路”战略提供资金支持,毫无疑问亚投行的成立将为人民币国际化提供一个更为广阔的平台。本文首先介绍了货币国际化的相关理论,主要介绍了货币国际化的概念、条件以及货币国际化的收益和成本。其次是人民币国际化现状分析,主要介绍了人民币国际化过程中出现的新情况和新问题,接下来阐述了人民币国际化面临的新机遇,包括人民币加入特别提款权(SDR)货币篮子、亚投行的成立以及“一带一路”计划的实施。最后阐述了亚投行促进人民币国际化的机制与策略研究,通过构建促进人民币国际化的相关机制,推动人民币国际化加速发展。本文的创新之处主要体现在:从研究内容看,目前国内深入探讨亚投行促进人民币国际化机制的研究几乎没有。本文首先对亚投行的设立以及对人民币国际化促进机制进行介绍;然后,通过介绍国际货币基金组织促进美元国际化的经验借鉴以及亚洲开发银行促进日元国际化的启示;最后,对亚投行促进人民币国际化问题展开了深入研究并有针对性的提出了相关对策。
[Abstract]:In recent years, the internationalization of the renminbi has continued to advance steadily, and significant progress has been made in various fields: the amount of RMB settlement for current account and foreign direct investment has been rising, and the offshore renminbi market has been further expanded. The convertibility of the RMB capital account has been further developed, and the RMB has joined the SDR currency basket. However, since in the fourth quarter of 2015, the pace of internationalization of the renminbi has slowed down due to the depreciation of the renminbi and the decline in foreign exchange reserves. Some indicators even show a downward trend. Against this background, the establishment of the AIIB has provided a new breakthrough for the internationalization of the renminbi. As an international multilateral financial institution led by China, The main business of the AIIB is to invest in infrastructure construction in Asian countries, as well as to serve the construction of "Belt and Road". After the AIIB officially operates, it will give play to its own advantages in financing. Providing financial support for Asian infrastructure and Belt and Road's strategy in the form of loans and aid, There is no doubt that the establishment of the AIIB will provide a broader platform for RMB internationalization. This paper first introduces the relevant theories of currency internationalization, mainly introduces the concept of currency internationalization. Secondly, it analyzes the current situation of RMB internationalization, mainly introduces the new situation and new problems in the process of RMB internationalization, and then expounds the new opportunities faced by RMB internationalization. Including the RMB joining the SDR basket, the establishment of the AIIB and the implementation of the "Belt and Road" program. Finally, the study on the mechanism and strategy of the AIIB to promote the internationalization of the RMB is elaborated. Through the establishment of the relevant mechanism to promote the internationalization of RMB, promote the accelerated development of RMB internationalization. The innovation of this paper is mainly reflected in: from the content of the research, At present, there is almost no domestic research on the mechanism of promoting RMB internationalization in AIIB. Firstly, this paper introduces the establishment of AIIB and the mechanism of promoting RMB internationalization; then, Through the introduction of the International Monetary Fund to promote the internationalization of the United States dollar experience and the Asian Development Bank to promote the internationalization of the yen enlightenment. This paper makes an in-depth study on the promotion of RMB internationalization by the AIIB and puts forward relevant countermeasures.
