“一带一路”战略下我国宏观经济的稳定途径——基于资本流动的视角

【摘要】："一带一路"战略的提出有利于我国内部产业结构的调整,同时优化外部的投资和贸易环境,为经济长期稳定发展提供新的动力。但是基于资本流动的视角,亚投行和丝路基金投融资模式也会使我国宏观经济面临两大主要风险,即信用风险和市场风险。为避免宏观经济波动,我国应该建立包括融资结构和贸易条件在内的信用风险事前、事中评测指标体系,并且提高信贷资金的证券化水平;同时坚守资本账户开放度与资本市场发展的同步性,完善风险监管体系,避免通过单一的货币冲销策略应对外部冲击衍生新的内部失衡问题。
[Abstract]:The "Belt and Road" strategy is conducive to the adjustment of China's internal industrial structure, and at the same time optimizes the external investment and trade environment, thus providing a new impetus for the long-term and stable development of the economy, but based on the perspective of capital flow, The investment and financing models of the AIIB and the Silk Road Fund will also make China's macro-economy face two major risks, namely, credit risk and market risk. China should establish a credit risk evaluation index system, including financing structure and terms of trade, and improve the level of securitization of credit funds, and stick to the synchronism between the openness of capital account and the development of capital market. Improve the risk supervision system and avoid the new internal imbalance caused by external shocks through a single currency sterilisation strategy.
